4. Continuing Cooperation on IMT Standardization [Agenda Item 6.1]

Highlights
PSOs updated their national and regional activities on IMT standardization; and
The importance of cooperation on IMT standardization was emphasized in their contributions.
Next Steps
Transpose 3GPP specifications in support of ITU-R IMT-2000 and IMT-Advanced (M.1457 and M.2012) and ITU-T (Q.1741) activities;
Continue to closely work with external organizations (GSC, APT, CJK, etc.) on future IMT vision, technology and spectrum issues; and
IMT Task Force under GRSC could be utilized to exchange information and views on the above issues.
Recommendations
Updates to the GSC-16 Resolution on IMT Standardization were recommended in order to include the current activities of ITU-R WP5D, 3GPP and PSOs and to retain as the High Interest Subject for the GSC-18 meeting; and
A drafting group was charged with updating the Resolution GSC-16/01 on “Continuing Cooperation on IMT Standardization”.

5. Emergency Communications [Agenda Item 6.2]

Highlights
The GSC Task Force on Emergency Communications was established at GSC-16. All GSC SDOs participated and contributed to the Task Force coordinated by ETSI. An overview of the output report was presented during the GSC-17 Task Force Reports in agenda item 8.1.
Other areas highlighted included SMS text to standards, Next Generation System (NG911), Project 25, Multimedia Emergency Services, Commercial Mobile Alert Service (CMAS), Satellite Emergency Communications, TETRA, Digital Mobile Radio, Global Maritime Safety Systems, and more
Regional regulatory requirements and mandates in coordination with global directions.

5.9 GHz allocated in much of the world for vehicle safety communications. Japan has allocated 760 MHz
The 5.9 GHz allocation is under attack at the U.S. FCC by the Wi-Fi lobby wanting sharing
Consideration of replacing WAVE with TD-LTE before deployment of vehicle safety communications starts

Update the ITS resolution
Continue the GSC ITS Task Force to the GSC18 meeting to provide time to incorporate fully the ITU-R related activities of the GSC ITS Task Force into the Collaboration
Encourage standards bodies around the world to participate in and become managing members of the Collaboration on ITS Communications Standards

TIA’s Sustainability Initiatives include STEP (Sustainable Technology Environments Program) rating system.
ATIS’ STEP TEER Specifications (defining means by which efficiency is measured for different network elements); studying climate/temperature efficiencies &facility energy conversion efficiency.
TTA: Recent standardization activities on e-waste with a proposal to update the Resolution
TTC: Enforce environmental assessment standard by case studies

Extend collaboration with other SDOs to develop common methodologies for “green” ICTs.

10. Interoperability [Agenda Item 6.7]

Highlights
TTC introduced interoperability event and contribution to ITU-T SG11.
ETSI highlighted the essential use of test specifications and Interop events
TIA has completed standards for interworking with 3GPP Rel.10 and for WiMAX-HRPD interworking. And, there are projects in progress to enhance the multimedia domain and PDN to support interworking
ATIS introduced interoperability and innovation activities from PTSC, CSF, NGIIF, and most recently from the Device Solutions Initiative (DSI)

11. IPTV HIS Summary [Agenda Item 6.8]

Highlights
ARIB work on Integrated Broadcast-Broadband (IBB) Systems provides addition value through synchronized presentation of broadcasting and internet content
ETSI is developing DVB IPTV standards will enable the end user to buy a DVB-IPTV receiver in any shop, take it home, connect it to a broadband network, choose and consume DVB services available over the IP network
E2NA/NTECH completed CDN architecture and is progressing on protocols
H.780 “Digital signage: Service requirements and IPTV-based architecture” was published in June, TTC and TTA are collaborating in ITU-T Q14 of Study Group 16 on Digital Signage standards
TTA is also actively developing standards for advanced set-top box that provides enhanced capability such as HTML5, discovery and selection of Internet contents, and app store interfaces
ATIS IPTV work nearing completion with extensions for QoS metrics, client-side API, and Content on Demand
The GSC17 presentations expanded the scope of IPTV to include CDN, IBB, Connected TV, and other extended applications of IPTV functions

12. Smart Grid [Agenda Item 6.9]

Highlights
ATIS and TIA continue to work with SGIP on guideline for assessing wireless standards for smart grid applications
NIST SGIP became an independent public organization SGIP 2.0 in 2013
ETSI continues to collaborate with all stakeholders, in particular the other recognized European SDOs, to meet Smart Grid (SG) related mandates of EU. SG Mandate Phase 1 developed proposals for a SG reference architecture, first set of standards, sustainable standardization processes and security. ETSI continues taking a leading role also in Phase 2
IEEE’s work supports the full life cycle of standards, leverages its global experts from power engineering and ICT. Standards include 2030 series, g, and 1547 series

Highlights
Addressing accessibility is now becoming an important market-driven necessity
The need for ICT accessibility is a global one
Accessibility needs are continuing to be met through regional capabilities and solutions (e.g., native SMS to 9-1-1, CMAS, ETWS), however, a common technical approach to ICT accessibility can enable faster worldwide deployment as well as enhanced international roaming security, safety, and experience
A “Design for All” approach encourages industry and operators to avoid creating technologies that exclude any user from the information society and increases the quality and usability of products and services for everyone
Next Steps
Recognition by regulatory bodies and others of the profound effect of the marketplace for accessible ICT equipment
Regulatory activities will demand and require accessibility to be taken into account by standardization activities
Cooperation with other regions is imperative in order to exchange experiences and drive towards common world-wide standards, to the extent possible

16. Wireless Power Transmission/Transfer (WPT) [Agenda Item 6.13]

Highlights
There exists a multiplicity of WPT technologies and applications; Individually, each technology may benefit from a globally harmonized technical standard
As market demand is increasing globally, SDOs and alliances actively have been studying on standardization;
- Recently, CJK WPT WG published Technical Report on WPT
- TTA actively participate in related international standardization activities for
the collaboration and interoperability on WPT
- A4WP published Version 1.0 Interoperability Specification in 2012
and actively pursuing cooperation and coordination with PSOs
Sharing information among GSC members is important to achieve regional and global collaboration in WPT
