Summaries, Conclusions, and Action Items 6 Reaction from the Floor Will the judge agree that the Safety Performance Indicators agreed by the authority were acceptable after the accident? –Response maybe but using a structured approach to define the indicators and measure them puts you in a defensible position

Summaries, Conclusions, and Action Items 7 Reaction from the Floor Setting quantified safety targets at the National level is possible but the difficulty is in how you apportion them. –Response from panel members was that you couldnt nor shouldnt quantify them. –Two level of objectives Macro objectives (qualitative) Micro objectives (qualitative or quantitative)

Summaries, Conclusions, and Action Items 8 Reaction from the Floor If SMS reliant on a just culture, how does the regulator go about implementing a just culture? –Regulator cant regulate a culture but can create an environment for a just culture. –What we need is effective safety reporting, that is the process. Mixing words like safety and culture is a recipe for disaster. Safety culture is not an ends but an enabler.
