(2) … adequate transparency and result management has to be ensured in SSC. Means that… (3) … pressing development challenges such as climate change and poverty reduction might be tackled through mutual learning and exchange of local solutions. (4)... South-South knowledge exchange might be more efficient and create better and innovative incentives. Means that… (5) … triangular cooperation should contribute to bridge South- South and North-South cooperation by promoting horizontal partnership. (6) … one-off and random knowledge exchange should be overcome through national capacity development and coordination with regional and global mechanisms.

8 First Phase Achievements up to the HLE The TT-SSC as a key architect for a groundbreaking HLE on SSC and CD. Fulfilling first stage objectives: a. Influencing global policy-making with partner country perspectives. b.Case stories: Generate and share evidence on what works and does not work in South-South cooperation. Synergies between SSC and aid effectiveness agenda. Engaging a broad community of SSC practitioners & policy makers. Vehicle for the voice of developing countries at the global development policy level (WP-EFF, UN-DCF, G20).

10 G20 mandate DWG Pillar 9 Action: Enhance the Effectiveness and Reach of Knowledge Sharing We request the Task Team on South-South Cooperation (TT-SSC) and UNDP to recommend how knowledge sharing activity, including North-South, South-South, and triangular cooperation, can be scaled up. These recommendations should include measures to broaden knowledge sources, improve brokering functions, strengthen the dissemination of best practices and expand funding options. (June 2011)

12 South-South Learning and Capacity Develop. The twin processes South-South learning for all countries in all phases of development is key to capacity development through sharing of experiences, knowledge exchange, and technology and skill transfer. Bogotá Statement on SSC and CD, March 2010. Systematic learning on what works and doesnt is key to improved capacity. We will invest more in learning and knowledge networks, focusing on mutual learning, through partnerships, with middle-income countries, learning from evaluation and south- south. Cairo Consensus on CD, March 2011.

13 South-South Learning and Capacity Develop. The twin processes Key Drivers Emerging actors - BRICS, G20, MICs Recognition, supported by evidence, that traditional aid might be less effective in CD. SSC goes beyond technical assistance and knowledge sharing, including financial cooperation, trade, educational exchange, foreign direct investment, humanitarian assistance or joint research initiatives. Growing number of platforms and new technologies. Key Challenges Lack of institutionalization of SSC and limited coordination among various actors. Need to keep enhancing evidence. Need to address concerns related to transparency and inclusiveness and identify viable business/financing models. Define roles and coordinate better with non-state actors.

14 Early Messages From the case studies Boost Horizontal partnerships between all development actors based on trust, mutual benefit and equity. Design indicators and criteria to monitor progress in horizontal partnership, as of mid-2012 and leading up to MDG 2015. Recognize the value of Knowledge Sharing as an effective tool for building capacities and addressing global development challenges. Embrace new ideas on highly adaptable and efficient support to endogenous capacity development, i.e. good-fit technical cooperation. Strengthen capacities in all developing countries to scale up south-south and triangular cooperation programs and initiatives. Create innovative bridges between SSC and ODA through triangular cooperation and mechanism to match supply and demand of development solutions.
