4 Earmarks Nationwide - $24 Billion –6,376 projects Pennsylvania Highway- $621.4 Million –376 projects (statewide) –$100 million in DVRPC Region Pennsylvania Transit - $79.2 Million –43 projects (statewide) –$33 million in DVRPC Region

5 Earmarks Funding is released over the 5 year period at rate of 20% per year. Some projects listed have already been completed, some listed multiple times. Typically provide less than 10% of cost. Some earmarks displace program funds a state would normally receive, resulting in less core funds than under TEA-21.

Emphasis on Safety –Core Program Addressing “SAFETY” –Highway Safety Improvement Program –Safe Routes to School Program –Requirements for a Strategic Highway Safety Plan –Modern Round-About eligible to be 100% federally funded, as a safety improvement –Law requiring crash data to be public

7 What’s NEW for Transit Funds? –Guarantees $52.6 Billion (46% increase over TEA 21) –4 New Programs – Growing States and High Density States, New Freedom, Alternative Transportation in Parks –JARC funds distributed by formula –Other federal funds can be used as match –Changes to New Starts Program Non Fixed Guideway Corridor based projects “Small Starts” streamlined process for projects seeking less than 75 million

9 COMPETITIVE FUNDING PROGRAMS CMAQ - Congestion Mitigation and Air Quality TE - Transportation Enhancements HTS/SRS - Hometown Streets and Safe Routes to School TCDI - Transportation and Community Development Initiative JARC – Job Access and Reverse Commute Section 5310 and Section 5311

10 Changes to CMAQ Program in SAFETEA LU Expands eligibility to include advanced truck stop electrification, inter-operable emergency communications equipment, and transportation systems management and operations projects. Calls for priority to be given to diesel retrofit projects and other cost-effective strategies that improve air quality.
