State Citizens & Extradition If somebody is charged for a crime and flees to a different state, the state police should catch him and bring him back to the state, where he did the crime Also, all State citizens have the same rights Before the 13th Amendment, all slaves didnt get free men, through escaping to a different state

Admission of New States Only the Congress is allowed to admit a new State into the Union Nobody is allowed to build a new State within the Union One State cant be shared and build more States and States cant build a new State through joining together The Congress is allowed to make all necessary territory rules

6. Fugitive Slave Clause The Fugitive Slave Clause said, Slaves are not allowed to flee from their owners There were Slave States and Non-Slave States Slaves didnt get free men through running away from their owners 5 Slaves counted as 3 citizens and their owners had to pay 3/5 taxes for them
