3 What is Homelessness? HUD Definition: People who are living in a place not meant for human habitation, in emergency shelter, in transitional housing, or are exiting an institution where they temporarily resided.

4 What is Homelessness? HUD Definition (Contd): People who are losing their primary nighttime residence, which may include a motel, hotel or a doubled up situation, within 14 days and lack resources or support networks to remain in housing.

5 What is Homelessness? HUD Definition (Contd): Families with children or unaccompanied youth who are unstably housed and likely to continue in that state.

6 What is Homelessness? HUD Definition (Contd): People who are fleeing or attempting to flee domestic violence, have no other residence, and lack the resources or support networks to obtain other permanent housing.

8 National Homelessness According to National Alliance to End Homelessness – Over 600,000 homeless annually since 2007 10% are Veterans 40% are Families 16% are chronically homeless

13 Local Homelessness Orange County 2012 Point In Time Count* 2,897 Homeless on any given night 1,862 Sheltered 1,035 Unsheltered 5,476 Orange County citizens will experience homelessness in 2012 * Conducted by Homeless Services Network in partnership with UCF

15 Homelessness 2012 Point in Time Count (continued): 60% of tri-county regions homeless are in Orange County 25% were employed in 2011 (48% in 2008) 20% are veterans (National Avg 10%) Of our homeless, 20% are chronically homeless, and many with disabilities (National Avg 16%)

20 79% are living illegally doubled up 13% are living in motels 6% in shelters 1% are living in cars, vans, tents, and parks <1% awaiting foster care placement National attention in Central Florida with a 57% increase since 2007

22 East Orange Homeless Resource Center Update Samaritan Resource Center is delivering services at the NCF one day per week Renovation planning is underway Operational plans are being finalized Partnerships, development and fundraising are emerging VA has applied for a grant to extend services to the site

24 Mens Service Center Update Construction is on-going $6.1M allocated for construction – CDBG $1.9 paid to contractor through Oct. 31, 2012 32,000 square foot facility Providing services to 250 homeless men Substantial completion date Sept. 2013

30 The Central Florida Commission on Homelessness Initially created as a 4 jurisdictions partnership June of 2007 Permanent Commission formed February of 2008 Working budget of $900,000 for the next three years Orange County has pledged to support $200,000 over the next three years Recently re-organized with new structure - 2012

32 CFCH Mission TO SERVE AS A CATALYST TO – Inspire provider collaboration – Increase public awareness – Identify and develop sustainable resources Thus, leading to better solutions in serving and reducing the homeless populations in Central Florida

33 New Structures Incorporated as private not for profit 501-(c)-(3) status pending Committees to include: –Providers council –Funders council –Communications and advocacy council Management to initially be one executive; one support position; and one or two analysts

34 Board Responsibilities Normal Board responsibilities – participate, fiduciary duties, advocate Become educated on the issue Help develop innovative and best practice approaches to the issue Use personal and organizational influence to carry out strategies; encourage integrated actions; support public policy changes Spokesperson for the issue
