2 Mission: EIA collects, analyzes, and disseminates independent and impartial energy information to promote sound policymaking, efficient markets, and public understanding regarding energy and its interaction with the economy and the environment EIA is the Nation’s premier source of energy information and, by law, its data, analyses, and forecasts are independent of approval by any other officer or employee of the United States Government Thomas Williams, COPAFS June 7, 2013 EIA has a responsibility to provide data and analysis to help stakeholders understand the rapidly changing energy sector: Domestic oil and gas production and transportation infrastructure build out Globalization of refined products and commodity markets Increasing efficiency of vehicles and buildings Shifting electricity supply sources Source: Annual Energy Outlook 2013 Early Release

Data Collection EIA’s surveys capture data on quantities, prices, inventories, and demand 3 Production Transmission and DistributionConsumption Thomas Williams, COPAFS June 7, 2013

Energy Analysis and Forecasting Produce reports and analysis interpreting energy data 4 Short-Term Energy Outlook (monthly) Forecasts U.S. supplies, demands, imports, stocks, and prices of energy with a horizon of 12 to 24 months Annual Energy Outlook Presents 25- to 30-year projection and analysis of U.S. energy supply, demand, and prices International Energy Outlook Assesses international crude, liquid fuel, and natural gas markets Ad Hoc Reporting and Analysis Reports for Congress and key stakeholders (e.g. fossil fuel production on federal and Indian lands) Long-term natural gas projections Source: Annual Energy Outlook 2013 Early Release Short-term Gasoline and Oil forecasts Thomas Williams, COPAFS June 7, 2013

FY 2013 impacts from sequestration 7 Sequestration reduced EIA’s operating budget by $5.5M, but careful planning in late-2012 and a conservative operational approach in the first half of FY 2013 minimized impacts: Onboard employees experienced no furloughs 10 federal position hires were delayed Two contracts (31contractor positions) were deferred –Several analytic activities were put on hold –Upgrades to EIA’s weekly oil and natural gas inventory reports were deferred Thomas Williams, COPAFS June 7, 2013

Distribution of EIA resources by function and sector 8 Distribution unchanged from 2012 program Additional funds in the FY 2014 budget emphasize the consumption and efficiency sector, petroleum, natural gas, and international Thomas Williams, COPAFS June 7, 2013

FY 2014 EIA budget highlights: $117M requested 9 $17.5 million increase over the FY 2013 appropriations would enable the following activities: Complete the 2012 Commercial Buildings Energy Consumption Survey (CBECS) and launch the 2014 Residential Energy Consumption Survey (RECS) Implement National Academy of Sciences recommendations to improve the processes for RECS and CBECS Continue modernizing and streamlining data collection processes, including upgrades to the market-moving weekly inventory reports Expand energy modeling and analysis capabilities, with an emphasis on international energy markets Enhance the energy and financial markets initiative Improve customer access to EIA information through www.eia.govwww.eia.gov Thomas Williams, COPAFS June 7, 2013
