Setting Up the CAC Websites A Website is an easy-to-access information platform of an organization. It explains the organization, its objectives and services. It is a mechanism to reach target clients regardless of where they are located.

Setting Up the CAC Websites Through the assistance of USAID/ECO-Asia and AECEN, the LLDA helped the CACs for Hog Farming and Slaughterhouses set up their respective websites.

Setting Up the CAC Websites The CAC website informs and guides the target regulated entities – in this case hog raisers and slaughterhouses – to increase their awareness and understanding of environmental requirements, improve their environmental management practices; and reduce pollution from their facilities. Provides a single point of access to environmental compliance information and assistance services for specific targeted regulated entities is a known best practice.

Setting Up the CAC Websites It enables the CAC to harness the power of the world wide web and Internet to inform and communicate electronically to a wide audience, otherwise impossible to do given limited resources and budget for information and communication. Eventually, it can develop to be the single point of contact – a virtual community – to foster communication and collaboration between the regulated entities, government regulators, solution providers and support organizations.

Setting Up the CAC Websites – Policies and Procedures in Website Management There should be policy on - Who should author articles or information - What type of information to be uploaded - Who should edit and do quality assurance on the information to be published in the website LLDA has decided to serve as clearing house to ensure accuracy of information to be published in the website

Setting Up the CAC Websites – Website Management System allows users with little or no knowledge of programming languages or mark-up languages to create and manage content with relative ease of use (just like working in MS Word). Authors can submit articles online; an editor approves it (also online) before it gets published. Articles are subjected to aesthetic improvement; Editor may require relevant images or photos.

Web Content Updating: An On-Going Activity The CAC websites will be continuously updated and new relevant types of information and features can be incorporated when they become available, including: - Compilation of case studies and success stories of technologies and best practices for pollution prevention to reduce operational costs -Locator / directory of hog raisers and slaughterhouses, technology providers and companies with best practices to share

Web Content Updating: An On- Going Activity The CAC websites will be continuously updated and new relevant types of information and features can be incorporated when they become available, including (Cont’d): -Contact experts to have inquiries by hog raisers and slaughterhouse operations answered or referred, -Information on changes on policies, procedure and enforcement and regulatory actions relevant to the sector

Web Content Updating: Joint Function of the LLDA and CAC Host Organizations The CAC websites contain information sourced from both the LLDA and the BBC and SOAP as CAC hosts, following each organization’s respective mandate. In general, LLDA will provide information and updates on regulatory information, while CACs can facilitate compiling information on best practices and potential technologies among their member organizations.

Web Content Updating: Joint Function of the LLDA and CAC Host Organizations Most of the regulatory information from LLDA and other agencies will commonly apply to both hog raisers and slaughterhouse operators. These include basic environmental laws, LLDA board resolutions, DENR and DA orders, among others. Each CAC website is tailor-fit to provide information on Industry-specific regulatory information, technologies and best practices.

Challenges in Setting Up CAC Websites LLDA has conducted at least two briefings for the hog farming and slaughterhouse sectors CAC on the use of the CAC Websites These briefings and informal training of the CACs on the Websites continue as a critical activity for the sustainability of the CAC

Challenges in Setting Up CAC Websites While setting up the website is not a very complicated technical task, the process of selecting the information to be uploaded and the prominence to be given to each information set in the Website needed extensive analysis to arrive at a decision. LLDA has to assure itself that the CAC host has enough competence in making judgment on the quality and correctness of information that will be uploaded on the Website.

Challenges in Setting Up CAC Websites Transferring the management of the Website from LLDA to the CAC host is a decision to be made but this can be done only when the host has exhibited enough capacity and needed competence to administer the CAC Website Cost of maintaining the Website has to be mainstreamed in the future operations of the CAC host. At present, the cost of the Website is still subsidized thru the USAID/ECO-Asia grant to LLDA

Challenges in Setting Up CAC Websites Not all hog farms and slaughterhouses have access to the internet, hence the full potentials of the websites as tool for compliance assistance have yet to be harnessed. An effective system of responding to queries sent to the website is yet to be developed. It is important that these queries are answered fast so that the website users can build confidence on the reliability of the CAC website.
