Setting Up the CAC Websites  The CAC website informs and guides the target regulated entities – in this case hog raisers and slaughterhouses – to increase their awareness and understanding of environmental requirements, improve their environmental management practices; and reduce pollution from their facilities.  Provides a single point of access to environmental compliance information and assistance services for specific targeted regulated entities is a known best practice.

31. Challenges in Setting Up CAC Websites LLDA has conducted at least two briefings for the hog farming and slaughterhouse sectors CAC on the use of the CAC Websites These briefings and informal training of the CACs on the Websites continue as a critical activity for the sustainability of the CAC

Challenges in Setting Up CAC Websites While setting up the website is not a very complicated technical task, the process of selecting the information to be uploaded and the prominence to be given to each information set in the Website needed extensive analysis to arrive at a decision. LLDA has to assure itself that the CAC host has enough competence in making judgment on the quality and correctness of information that will be uploaded on the Website.

33. Challenges in Setting Up CAC Websites Transferring the management of the Website from LLDA to the CAC host is a decision to be made but this can be done only when the host has exhibited enough capacity and needed competence to administer the CAC Website Cost of maintaining the Website has to be mainstreamed in the future operations of the CAC host. At present, the cost of the Website is still subsidized thru the USAID/ECO-Asia grant to LLDA

34. Challenges in Setting Up CAC Websites Not all hog farms and slaughterhouses have access to the internet, hence the full potentials of the websites as tool for compliance assistance have yet to be harnessed. An effective system of responding to queries sent to the website is yet to be developed. It is important that these queries are answered fast so that the website users can build confidence on the reliability of the CAC website.
