3 NPOA IMPLEMENTATION STRATEGY NPOA mapped unto national development plans (GPRS II) Four themes of APRM mapped unto the Four Pillars of the GPRS II To exploit synergies and ensure effective use of resources Budgetary prioritization committee Budget Office in Ministry of Finance recording, tracking and generating expenditure on NPOA activities

4 NPOA MONITORNG STRATEGY APRM Governing Council oversees the M&E of the implementation of the NPOA Three main bodies undertake the M&E exercise Ministries, Departments and Agencies (Public) – NDPC, BoG, GSS, MoFEP, etc Report on progress of activities Technical Review Teams (Think Tanks) – ISSER, PEF, etc Undertake documentation review and analysis District APRM Oversight Committees (Civil Society) Citizen Report Cards

5 NPOA MONITORING STRATEGY..2 District Oversight Committees What is the relevance of the APRM to local communities? Educate and sensitize communities on the APRM Part of the M&E strategy Administer Citizen Report Cards and hold Focus Group Discussions Prepare Draft Reports which serves as point of engagement with public sector (District Chief Executives and Heads of Public Institutions) Intended to influence district decision making (development plans )and budget allocations

6 APRM IMPACT IN GHANA Broadened and deepened the scope of the national development plan (GPRS II) A seat round Government and Civil Society tables APRM Report as reference in public transformation debates Institutionalization of formal channel between political/public society and civil society

7 NPOA IMPLEMENTATION CHALLENGES Many governance issues raised in NPOA not implemented – especially those requiring Constitutional amendments Funding of governance institutions Difficulties in making APRM a household name Getting Parliament to debate Annual Reports Paying services of professional Civil Society Organizations Actually measuring “impact” of APRM

8 NPOA CHALLENGES … Sharing best practices and lessons learnt Mainstreaming APRM into academic and research programs; and to interrogate processes to generate new knowledge and insight.

9 NEXT STEPS Scaling up the District Oversight concept to improve governance and service delivery at the local level Debate APRM reports in Parliament “Harmonization” of governance indicators with governance institutions Establishment of West Africa Centre for the Advancement of APRM (WACAA) to undertake research, document and share best practices
