POLICY ON HFC IN SEYCHELLES Presented by Inese Chang-Waye National Ozone Coordinator

Introduction 1.Accelerated Phase-out of HCFCs by 2020 --- 50% by 2014. 2.Seychelles HPMP was approved for an early Phase-out for HCFCs 3. 50% reduction as 2014 3. Main stakeholders of HCFC to be in the hotel industry 4. Stakeholders becoming dependent on HFCS as hotel are phasing out HCFCs 5. Alternatives are more costly Importation of HFC 2012: total importation for HFCs Refrigerant was 4 tons(R-134a, R-410, R-404) June 2014: 17 ton of HFCs has been imported into the country, (mostly R-410 with a total of 13.5 ton for air condition Units and remaining R-134a R-404, R-507)

Policy on HFC: Approved but will be effective as of 01 st January 2015: 1.Zero tax/VAT on import of Zero ODP and Zero GWP EQUIPMENTS/REFRIGEANT 2.100% tax on all HFCs 3. That a clause included into the Environment Impact Assessment (EIA) for new buildings/Establishment/hotels that they should ensure that zero global warming /zero Ozone Depleting equipments are used. (namely airconditions /chillers) instead of those that are dependent on Hydroflouro Carbons (HFCs) or blend of HFCs which have very high GWP since they are other alternatives with zero GWP that can be used. ALTERNATIVES THAT CAN BE USED FOR THE EIA OF NEW BUILDINGS – Use of central unit with secondary refrigeration system -- Direct expansion system using hydrocarbon (R290)

Objectives 1.We have the responsibility to ensure that the alternatives that are being used do not cause indirectly global warming since Seychelles as a small Island State will be directly affected by global Warming 2.The overarching strategy is to have zero impact on ozone and climate through the use of hydrocarbon, instead of use of HCFC and HFC 3.Hence natural refrigerants and refrigerants with negligible GWP will be encouraged as part of this policy. The tax relief and benefits allowed in the ODS regulations will also need to be promoted in order to encourage the industry to opt for climate friendly alternatives. 4.keeping with this policy of climate friendly. Early HCFC phase out and opting for low GWP refrigerants are thus part of this overall climate friendly policy
