Sub-directorate for power reactors WGOE Meeting – 29/31 May 2006 DGSNR-SD2 3 l National operating experience feedback 4 To collect all EDF reactors incidents (data base) and elaborate a global view of events occurring on national level 4 To coordinate the analysis of operating experience on national level (organisation of periodical meetings with EDF headquarters and IRSN) 4 To inform technical staff on main aspects : significant events, recurring events 4 To identify topics to be considered more in-depth and to take into account assessments made by IRSN and Advisory Committee 4 To manage data needed for ASN communication regarding NPP incidents (qualitative et quantitative aspects) Role of the ASN-NPP-Incidents Group

Sub-directorate for power reactors WGOE Meeting – 29/31 May 2006 DGSNR-SD2 5 l ~792 NPPs Incidents in 2005 4 585 concerning safety 4 175 concerning radiological protection 4 32 concerning releases of radioactive products or non-radioactive in environment (level 0) l All incidents are declared and classified by criteria (for example : shutdown=criteria 1). Selection of incidents to analyse is required as regards to the quantity. Overview of incidents on French NPPs

Sub-directorate for power reactors WGOE Meeting – 29/31 May 2006 DGSNR-SD2 8 The Operating Experience process Closing the feedback loop. l A four levels process 4 (1) “Real-time” taking into account of incidents (weekly) When incident is declared by EDF – local discussion between site inspector and the NPP staff Each week, qualitative analysis by ASN/NPP/ incidents staff For prominent events or recurrent events : information to technical staff and validation of the INES level Statistics : trends periodically, global view yearly for public information 4 According to the incident level and terms : inspections Feedback loop

Sub-directorate for power reactors WGOE Meeting – 29/31 May 2006 DGSNR-SD2 10 The Operating Experience process Closing the feedback loop. 4 (3) Assessment of Operating Experience with IRSN and Standing group of experts In-depth analysis of some significant incidents Three-years periodical examination of OE on various topics 4 Example : period 2000-2002 4 Examination performed by IRSN 4 Conclusions presented to a standing group of experts in 2004 and 2005 4 General review of all incidents occurred during the period 4 In depth thematic analysis OE regarding Instrumentation and Control equipments Application by operators of Operating Technical Specifications Risk assessment during maintenance, operation, human factors Diesels reliability Loss of electrical power supply 4 For example : request to EDF for systematic controls on all diaphragms of feedwater flow control system. Because of effects on power reactor calculation by possible dirtying of these diaphragms. Feedback loop

Sub-directorate for power reactors WGOE Meeting – 29/31 May 2006 DGSNR-SD2 11 The Operating Experience process Closing the feedback loop. 4 (4) Periodic safety review - safety reassessment – Discussion between EDF and ASN/IRSN – Take into account of Operating Experience Agreement on the scope of the safety reassessment Reassessment studies by EDF Examination of these studies Definition by EDF of modifications to be implemented on the plants Agreement on the scope of these modifications Feedback loop

Sub-directorate for power reactors WGOE Meeting – 29/31 May 2006 DGSNR-SD2 12 l EPR : 4 Technical guidelines : « one of the general safety objective is to reduce the number of significant incidents ». One way for this is to take into account lessons learned from operating experience for existing power plants. l WENRA : 4 Harmonization of the Safety European rules will be the occasion to integrate operating experience good practices. www.wenra.org The Operating Experience process Closing the feedback loop.
