To begin with, aircraft were used for reconnaissance, that is, to find out what the enemy were doing. The success of this led to aircraft being armed in order to attack and defend reconnaissance aircraft.

All sides bombed military targets, but opinions were divided on whether it was acceptable to bomb cities. This was a tactic Germany adopted, first using Zeppelins and then Gotha bombers.
