Use, disclosure or distribution of this material is not permitted to any unauthorized persons or third parties without explicit written agreement. 2 Uses single short code: “911” PSAP “Opt-In” PSAP must explicitly Opt In Completes text capability questionnaire (outlines options & requirements) Sends VZW SMS to 911 request letter (triggers Federal liability protection) In PSAP Opt Out areas, texter receives bounce back message to make voice call to 911 Routes SMS to appropriate PSAP based on coarse location information Provides PSAP with cell site RF center latitude & longitude Precise location needs commercial app “Location Agent” & location feature turned “on” Location Agent only available on selected handsets Supports two-way messaging between PSAP & texter The solution will be available to valid subscribers with a text-capable phone and service plan that includes text messaging. Different than ACD Can a dispatcher handle more than one text at a time? Yes, core functionality allows for multiple texters. No E911 Phase II location for SMS to 9-1-1 SMS messaging not incorporated into voice E911 system. Location for SMS to 9-1-1 provided using commercial location-based server. MMS to 9-1-1: MMS not supported at this time No Photos and videos Multiple invites not supported at this time Issues for Consideration

Each Cell Sector can be assigned to specific PSAP’s CLBS – Coarse Location calculated by center point of the RF footprint. Coarse Location address may not match the MSAG address
