Welcome Tonight’s Goals Tonight’s Three Goals: #1.To review communication logistics and review / answer questions regarding the project and/or background report #2. To review DRAFT baseline options and homework #3. Small group exercise to perform preliminary review / markups of DRAFT options.

Page is merely a method to communicate between meetings and to answer/discuss issues related to the redistricting between meetings Talk with Robin Allen after the meeting if you did not get an invite, to make sure she has your correct contact information. Redistricting Study Project Goals

1.Baltimore County Public Schools is building a new elementary school on the Mays Chapel site. a)Opening in Fall 2014 b)700-student capacity 2.Schools throughout the region are overcrowded, and redistricting is necessary to balance building utilization and populate the new school. 3.BCPS has organized a committee-based process to work through redistricting options and plans. a)Work will continue through Winter 2014 Why We’re Here Project Objectives

Efficient use of available space (i.e. Balance Building Utilization) Long-range enrollment and capacity needs (i.e. be mindful of future potential population in addition to existing students) Use natural boundaries, such as railroads, creeks, major highways, election districts, existing school boundaries, and location of feeder schools. Cost containment (i.e. Efficiencies such as transportation and facility use) Elimination of existing satellite zones (areas districted to a school that are outside of its boundary) Minimize the number of times any one student is reassigned Feeder pattern continuity Phasing in boundary changes by grade levels for high schools Maintaining diversity among all involved schools Why We’re Here Guiding Principles / Criteria

Remember that everything is considered DRAFT! Nothing is written in stone Existing DRAFT Options are subject to change New options can/will be created Focus isn’t on picking the best solution YET, but to openly explore the various options to present to the public for feedback.

3 DRAFT Options are presented to you this evening Committee has 8.5x11 maps, as well as plots of maps for review tonight Options maps are also now on the interactive webmap (www.croppermap.com/bcpsredistricting) Copies of handouts, including small and large format maps will be posted on the Mays Chapel webpage on the BCPS website ( http://www.bcps.org/construction/mayschapel/)

When analyzing redistricting options, it is best to look at the information in two different ways. Study the geography i.e. shape of the current and option boundary lines. Look at where the lines shift away from current vs. the option. Look at road networks and envision how school buses and parents would travel to the school Study the tables and enrollment / utilization estimate Review the balance of enrollment, and identify any imbalances that may exist. Understand why there are any imbalances in the enrollment / utilization, or examine possible ways to improve the balance.

Break into 3 small groups Each group will review an option for 15 minutes Groups have different colored markers, and are encouraged to write, circle, highlight any area on the map they feel needs to be addressed. After 15 minutes, the group will swap options and review the next one. After each group reviews all 3 options, there will be a discussion around findings / observations Small Group Exercise:
