3 3 May 07 Department of Energy Office of Energy Efficiency and Renewable Energy “Pursuant to the Energy Policy and Conservation Act, as amended, the Department is proposing energy conservation standards for liquid-immersed and medium voltage, dry-type distribution transformers. 4 4 May 07 History July, 1996 Oak Ridge National Laboratory (ORNL) published “Determination Analysis of Energy Conservation Standards for Distribution Transformers” September 1997, ORNL published “Supplement to the Determination Analysis and NEMA Efficiency Standard for Distribution Transformers” October 26, 1997, the Secretary of Energy “determined based on the best information available, that energy conservation standards for eclectic distribution transformers are technologically feasible, economically justified and would result in significant energy savings” November 1, 2000, the Department held public meetings July 29, 2004, The Department published a ANOPR August 8, 2005, President Bush Signed into law an act establishing minimum efficiency levels for low-voltage, dry-type transformers August 4, 2006, the Department issued the NOPR we are talking about today.

5 5 May 07 Department of Energy Office of Energy Efficiency and Renewable Energy The DOE (Department of Energy) has issued a NOPR (Notice of Proposed Rulemaking). In this notice, the Department is proposing energy conservation standards for distribution transformers

9 9 May 07 Issues Transformer cost will increase Possible availability issues More efficient transformers will be larger & heavier The energy savings will not be seen by delivery companies There are several different opinions on the accuracy of the analysis done by the DOE The department is proposing not to include energy conservation standards for used, repaired, and rebuilt distribution transformers EEI is proposing we implement level 2 in 2009 and level 4 in 2013
