1  Examples of bid-splitting Acceptable – When a project involves different trades and is not interdependent on the other. - If you are upgrading a room and have to install new electrical wiring, plumbing and some painting. You can bid the electrical, plumbing and painting scopes to different trades (different License classification) to do the specified scope of work. Not Acceptable – When a project is split for the purpose of staying under a particular threshold to complete the scope of work and the work is interdependent on the other. 1) Ramp installation - Consists of concrete and metal work for the handrails but both are dependent on each other to have a functional ramp. Cannot split the work to different trades.  Clarification #1 A/B Letter contracts issued for DSA certification require the OAR to obtain Inspection for Building Inspection Sign off card.  Clarification #2 A/B Letter contracts no longer have to be processed through FPPS. You do not have to fill out an Encumbrance/Pay Request to process an A/B Letter. Regional Representatives have the ability to obtain PO’s and process payments through Maximo which interfaces directly with SAP.

2  Question #1 Do I (OAR) collect the Labor Compliance Documents or does the contractor send them to Labor Compliance directly? The OAR is responsible for making sure the contractor is in compliance with the specified documents. It is the OAR’s responsibility to obtain the Labor Compliance Prevailing Wage Certificate and Notice to Public Entity. Weekly Certified Payroll documents should be sent to Labor Compliance. Note: Where applicable, the same applies for Performance Bond and Letter of Assent for Project Stabilization Agreement-it is still the OAR’s responsibility to obtain prior to issuing the A/B Letter Contract.  Question #2 Are Fire Alarms considered a Maintenance and Repair project ? If the Fire Alarm installation was a New Construction it has a three (3) year warranty. Any repair work done prior to warranty expiration, can only use an A/B-Letter up to $15,000. If the scope exceeds $15,000 it can be issued a Sole Source-Formal Contract. If it is beyond warranty date an A/B Letter Maintenance and Repair contract can be issued. 2

3  Question #3 Who signs the Contractor’s Notice of Completion are they filed with the county? The OAR and the Regional Construction Director sign the Contractor’s Notice of Completion after the contractor has submitted the signed and dated the final completion of the project. If the contract exceeded the completion date the OAR completes “Performance Period Amendment “section of the Contractor Notice of Completion. Informal A/B Letter Contractor Notice of Completions are NOT filed with the county. 3
