1 Update on Teacher and Principal Evaluation Implementation of ARS 15-203

2 Arizona Revised Statutes § 15-203(A)(38)  The State Board of Education shall…”on or before December 15, 2011 adopt and maintain a model framework for a teacher and principal evaluation instrument that includes quantitative data on student academic progress that accounts for between thirty-three percent and fifty percent of the evaluation outcomes and best practices for professional development and evaluator training. School districts and charter schools shall use an instrument that meets the data requirements established by the State Board of Education to annually evaluate individual teachers and principals beginning in school year 2012 – 2013.”

3 Framework Requirements  ADE Adopted Model Framework for Educator Effectiveness April, 2011  By 2012-2013 School Year: District must adopt classroom evaluation system and professional expectation tool; AND  District must identify the student achievement data to be assigned to each teacher based on their status as a Group A or Group B teacher  Group A: Teachers with valid and reliable classroom level student achievement data such as: AIMs, Stanford 10  Group B: Teachers with almost no valid and reliable classroom level student achievement data. Therefore, school-level data used such as: AIMs, Stanford 10, AZ Learns Label  PUSD estimates that at least 70% of teachers will be Group B

4 Framework: Evaluation System Requirements  Classroom Observation and Professional Responsibility Tool must be :  Rubric Based  Tied to Arizona Teaching Standards: InTasc  PUSD adopted Evaluation System 2011, without the data requirement

5 PUSD Evaluation System: Today  Professional Development:  Over 50 hours of training for administrators on the PUSD Teacher Evaluation System  Teachers trained on the four different modules of the PUSD Teacher Evaluation System  Teachers and Administrators surveyed to solicit feedback on the process and the instrument  Site visits by Deputy Superintendent and Human Resources to every school to help provide understanding around the Framework

6 PUSD Plans for Continuous Improvement for Current Evaluation Process  Reconvening Governing Board appointed Certified Teacher Evaluation Committee (CTEC) to look at current evaluation tool and system  Committee will:  Analyze survey data from both teachers and administrators  Make recommendations for changes, based on survey data and new research  Administration will bring back CTEC’s recommendations to Governing Board for approval

11 Data, Data, Data  November, 2011 – Administration Formed Teacher Evaluation Data Committee  80 participants district-wide participated in 5 meetings  Developed understanding around the Framework and the requirements of ARS 15-203 Group A and Group B Valid and Reliable Data  Teachers, Specialists and Administrators formed groups by subject area or grade level and helped to identify valid and reliable data  Large committee recommended the percentage of data for Group A and Group B

12 Teacher Evaluation: Data Component Next Steps  Create a PUSD Standing Data Committee  Committee composed primarily of teachers  Review the Data Committee’s work and formalize it for Governing Board approval Formulate the data points and process needed to satisfy ARS 15-203 and the Framework Fair and equitable data components Recommendation regarding use of data in employment decision making
