Thursday, September 15, 2011 2 Service des Affaires Internationales et du Développement Solidaire The Franco-Tunisian Agreement on concerted management of migratory flows and solidarity development Signed in April 2008 Framework of the migratory relations between France and Tunisia. Based on the Global Approach to Migration, this agreement simultaneously covers : legal migration fight against illegal immigration promotion of solidarity development. Focus of the presentation : how this tool has been used so far in the context of the “Tunisian revolution”

Thursday, September 15, 2011 6 Service des Affaires Internationales et du Développement Solidaire Recent events : Tunisian « revolution » and Libyan civil war Economic impact (much slower growth, much higher unemployment) Youth employment is a core issue. Migratory impact : Thousands of Tunisians have tried to leave and illegally enter the EU. Thousands of Tunisians have come back from Libya.

Thursday, September 15, 2011 8 Service des Affaires Internationales et du Développement Solidaire How the Agreement was used in this new context (2) Solidarity development : Accelerated implementation of existing projects Redeployment of funds to new, more adapted projects,notably in the microfinance field for Tunisian refugees from Libya Focus on peripheral regions for financing of revenue generating projects What will also be done : mobilise the Tunisian diaspora
