Introduction to ICLEI’s Cities for Climate Protection Campaign TM Nancy Skinner International Director, ICLEI Cities for Climate Protection

A bit about ICLEI An international association of local governments dedicated to a sustainable urban environment We are a collective voice for city government at national and international policy forums Organized in 1990 under the sponsorship of the UN Environment Program and the International Union of Local Authorities 400+ local government members from 6 continents and 50+ countries Governed by and for members

Mission: To build a worldwide movement of local governments who achieve measurable reductions in local greenhouse gas emissions, improve air quality, and enhance urban livability. Participation: 500+ municipalities worldwide representing 10% world GHG emissions Theme: Climate action makes sense for cities Cities for Climate Protection Campaign TM

Urban Energy Demand Energy Production Cities: A part of the Problem Rising GHG levels Waste managment Urban transportation

Cities: A Part of the Problem Local government operations emit GHGs Local government sets policy that impact on the GHG emissions of its citizens GHG emissions in cities come from: – energy use – decomposition of solid waste and sewage – transportation – industrial production of goods

Cities: Higher emissions than per capita

Cities: A Part of the Solution Two complementary approaches – improve Local Government operations – set policies to change community’s habits Examples – promote energy efficiency through procurement – improve solid waste management recover methane, reduce waste, compost – improve public transportation

A Solution to More than Climate Change The co-benefits of climate protection – save money – reduce air pollution and traffic congestion – improve public health and urban livability – green the city – boost local economic development

CCP Worldwide Network Region# of CCP Cities and Councils North America220 Africa10 Asia45 South America10 Europe134 Australia144 Total558

To Join CCP, Cities commit to a five-milestone process Milestone 1: GHG baseline emission inventory and BAU forecast Milestone 2: Setting the reduction goal Milestone 3: Develop an action plan (identify measures) Milestone 4: Implement action plan (implement measures ) Milestone 5: Monitor and evaluation

ICLEI Support to Cities Technical assistance on all aspects of the CCP Provision of Software tool, with training and support Training workshops (inventory methodology, measures selection, measures implementation, etc.) Access to ICLEI best practices and case studies City-to-city exchange opportunities with cities in country and from around the world Assistance in sourcing and securing project financing for measures identified in the action plan Promotion of City initiatives to global community

The CCP Software Help city prepare inventory, forecast, and action plan To quantify impacts of measures User friendly, windows-based Flexible, customizable to local conditions globally IPCC Standardized Used in over 300 Cities, emerging as a world standard product
