In the 12 th Plan period, e-Panchayat has been dovetailed with the RGPSA. States/UTs are required to build in their State/UT requirements for e-enablement of Gram Panchayats/Local Bodies in their State Plans. MoPR provides guidance and support to States/UTs for the implementation of the project, including support on the software applications developed under e- Panchayat MMP.

4 PES Applications namely PRIASoft, PlanPlus, National Panchayat Portal and Local Governance Directory have been in use for over four years now. 6 Applications namely Area Profiler, ServicePlus, Asset Directory, ActionSoft, Social Audit and Trainings Management were launched in April, 2012. Trainings on all applications are being provided by MoPR. User Manuals, FAQs and Computer Based Tutorials are available online for all PES applications. Demo websites are also available. Queries and issues can be raised through 12x7 helpdesk and monitored through online tool. All recent updates related to Ministry made available on its Facebook page (facebook.com/ministryofpanchayatiraj)

English versions of Computer Based Tutorials (CBTs) of all PES applications are available online on the respective portals. For better understanding and adoptability of e- Panchayat, translation of these CBTs in regional languages is planned to be initiated.

PRIASoft: to facilitate compliance with C&AG prescribed performance grant conditions under 13th FC i.e. adoption of MAS for PRIs States/UTs have issued GOs not many are currently maintaining their Physical Accounting Records in strict compliance with MAS guidelines (i.e. the 8 registers prescribed by MAS) The vouchers of all schemes at Panchayat/Rural Local Body level are to be entered in PRIASoft. Audit module soon to be made available for undertaking audits of Panchayat/Rural Local Govt. accounts State level MAS Committee meetings should regularly be held to resolve issues of mapping of heads, etc. States in discussion with the Local Fund Audit and State AG may also engage PRIASoft not only as a tool for monitoring of the accounting procedures but also to facilitate the regular audits. A collective name given to all Panchayat websites created using web-based content management and content exchange framework that generates and maintains dynamic web sites Overall Progress in NPP Over 2,32,000 dynamic websites created for Panchayat/Rural Local Body 30,000 of these websites seeing an active content upload

Local Government Directory (LGD) Unique codes have been defined for Panchayat/Rural Local Body or equivalent Rural Local Bodies of all States/UTs. LGD to be kept updated with details of all Panchayat/Rural Local Body. Correlating villages with GPs – provides base to the GIS application for boundary Objective:- To maintain up-to-date list of Revenue entities (districts/sub-districts/villages), Local Government Bodies (Panchayats, Municipalities and traditional bodies) and their wards, Organizational structure of Central, State and Local Governments, Reporting hierarchy within the government organizations and parliamentary and assembly constituencies and their relationship with one another

Features Local Government/Panchayat Setup - Each state can define the local government (panchayat, urban local bodies and traditional bodies) setup that is applicable in the State Unique Codes – Generates unique codes for each local government body (Panchayat, urban body or traditional body), Revenue entities, Departments, Designations, Wards etc. In compliance with eGovernance Standards under NeGP (Metadata and Data Standards for Person Identification and Land Region Codification). Adopted by all other modules of PES Government Orders/Notifications –Facilitates user departments to generate Govt. Orders on formation/re-organization of local government bodies. To monitor and keep record of the progress of the works being undertaken as part of the finally approved plans (Action Plan) of various ULB, RLB and Line departments as available in PlanPlus(http://planningOnline.gov.in).(http://planningOnline.gov.in) It facilitates proper recording of the Financial and Physical progress of the works. It will act as a tool to support the monitoring of the status and the expenditure incurred in works undertaken under various central and state schemes by various governments. To provide an electronic delivery for all the services provided by The Government to The citizen. The Government of India, State Governments and Local Governments are providing various services to benefit the citizens at Centre, State or Local level primarily Government to Citizen (G2C) and Government to Business (G2B). The services provided are either demand driven or mandated by the legislation. Social Audit and Meetings Management (SAMM) A generic application to facilitate the process of meeting and auditing 1. Social Audit -Auditing of various schemes by Social Auditor and Social Audit Facilitator and submission of audit report. SAMM aims to understand, measure, verify work under different schemes done by the Panchayat/Rural Local Body and further improve social performance of respective Panchayat/Rural Local Body 2. Meeting Management -Management of meetings at Panchayat/Rural Local Body level to enable transparent and user friendly flow of system.

National Asset Directory (NAD) A repository of various assets created/ controlled/ maintained by RLBs/ULBs/Line Departments and assign a code to each asset for its unique identification leading to effective utilization of the assets. Features: Captures the details of an asset. Generates reports related to list of assets, upgradation, maintenance, earnings and disposal Generates a unique ID for identification of Assets Captures details of transfer and receipt of assets among entities Interoperates with other PES applications so as to avoid duplication of data entry for the end users.

AreaProfiler Panchayat Profile- Facilitates maintaining brief description of local government, connectivity, neighboring local bodies, places of tourist interest, boarding and lodge details etc Family Register- Management of Family Register village wise and migration details Election and Elected Representatives- Details of election and elected representatives Functionaries Details- Details of various functionaries working with the local government Standing Committee- Facilitate smooth synchronization of various standing committee functional at local government and its member details BSLLD Data Set- Facilitates MoSPI for maintaining yearly database Reports- Reports can be generated in Excel & PDF formats and are also available to the users through email

Geographic Information System (GIS) Asset mapping of Panchayats/Local Govts. Use GIS for comprehensive planning Web based tools for PRIs: To assist in decentralized planning, governance, increase outreach to the citizens, data dissemination and capacity building, Integration of planning tools under e-Panchayat with GIS database (e.g. GIS based Implementation & Monitoring) Integration of data from 10 PES applications with ISRO and/or NIC database like Space based Information System for De-Centralized Planning Ensure relevant adoption and use of GIS in core applications Training of the PRI functionaries to use the GIS tool for Planning and Monitoring of works.

NOFN to provide high bandwidth OFC connectivity to all Panchayats/Rural Local Bodies by 2014. States/Uts advised to take urgent action for developing/implementing IT applications to realize full potential of the connectivity to be provided through the NOFN. States/Uts to identify the services that can be delivered through Panchayats/Rural Local Bodies; the States’ preparedness for rollout of Govt-to-Citizen (G2C) services and the plan of action for delivering services electronically. Trainings on PES Applications 2 Master Trainers per PES application per district. MoPR has circulated a training plan to all States/UTs with training dates proposed for all States/UTs. These Master Trainers should be used to further train the Panchayat functionaries at ZP, BP and GP level. States/UTs to ensure participation of trainees in these trainings as high absenteeism has been observed in many cases.

Programme Management Units (PMU) PMUs at States and District levels for rollout of e-Panchayat MMP. The funds for continued PMU support could be accounted for in the State Plans submitted under RGPSA.
