5. WHAT IS FLO ? FLO is a targeted ENROLMENT strategy. Enables schools to flexibly engage individual students in school/community learning. Provides individual case management to address the barriers ( personal and learning) that prevent successful engagement and retention. FLO is not a “program”

8. WHO IS A FLO STUDENT ? Between 12-19 years Located in one of the four State ICAN areas Either currently enrolled and at risk Identified as a disengaged early school leaver A school leaver that has not successfully completed year 12 Refer to guidelines page 3

9. FLO ENROLMENT STREAMS STREAM 1 currently enrolled but identified as at significant risk of disengaging from school based learning in the following school year. STREAM 2 no current school enrolment, disengaged from learning and earning pathways. refer to Enrolment Streams Handout

10. ENROLMENT Referral begins Term 4 in the previous year Entered into EDSAS by Term 1 enrolment census date (end of Week 2) FLO Student is not to be included in the Tier 1 staffing allocation FLO Student will access Tier 2 staffing allocation

11. FLO ENROLMENT After Term 1 Census Any young person who is not enrolled in any DECS school in the Term 1 census Enter into EDSAS by end of Week 2 each term This ensures pro rata FLO funding
