CLTS Fiscal Team Staff Change Jeff Blankenheim has been promoted to CLTS Budget and Policy Analyst, effective January 25, 2015. He is now the primary CLTS fiscal contact in the Division of Long Term Care. Jeff has substantial experience working with County Waiver Agency (CWA) fiscal staff on CLTS issues, specifically Support and Service Coordination (SSC) rates review and approvals. Protecting and promoting the health and safety of the people of Wisconsin CY 2014 CLTS Reconciliation Timeline March 14, 2015: Last day for CY 2014 provider payments. March 20, 2015: CY 2014 CLTS claims data will be available. April 3, 2015: CY 2014 CLTS Reconciliation Packets are due. April 2015–May 2015: CLTS fiscal staff review submitted CY 2014 CLTS Reconciliation Packets and work with County Waiver Agencies (CWAs) to resolve discrepancies. 4

Protecting and promoting the health and safety of the people of Wisconsin CY 2014 CLTS Reconciliation Timeline May 2015: –Preliminary CLTS overspend and underspend notifications are sent to CWAs. –Signed preliminary notifications are due to CLTS fiscal staff. June 2015: –Final CLTS overspend and underspend amounts are sent to CWAs. –CWAs receive final adjustments to their Basic County Allocation (BCA) as appropriate. 5

Protecting and promoting the health and safety of the people of Wisconsin CLTS 2014 Reconciliation Claims Data A CLTS 2014 claims data template has been created for Business Objects: CLTS 2014 Reconciliation Template. –Available through the Partners Portal via ForwardHealth: https://www.forwardhealth.wi.gov https://www.forwardhealth.wi.gov –Located in the Business Objects “CLTS DW External CWA Templates” folder Formatted to match Appendix B data entry fields in the CY 2014 Reconciliation Packet. Refresh the template after March 19, 2015, to ensure results align with State data. Refer to the CY 2014 CLTS Reconciliation Informational memo for more detailed instructions. 6

Protecting and promoting the health and safety of the people of Wisconsin Changes for CY 2014 Reconciliation Special Funding (e.g., High Cost) added as an additional funding source in Appendixes B, C, and D. A Ref ID column is available in Appendixes C and D. This optional field allows CWAs to label reconciliation adjustments. It does not correspond to claims data outside of the reconciliation process. CLTS administrative costs are now reported directly into Appendix E. –Appendix E will allocate administrative expenses between CLTS-Other and CLTS-Autism. –Appendix B will retrieve administrative expenses and variance requests from Appendix E automatically. 7

Protecting and promoting the health and safety of the people of Wisconsin Capacity-Building Worksheet CWAs approved for CY 2014 capacity-building expenditures must complete the Capacity-Building Worksheet. Three sections: Summary, Equipment/Service Purchases, and Support and Service Coordination (SSC) Start-Up. Separate actual approved CY 2014 capacity-building expenses from anticipated approved CY 2015 expenditures. 9 Protecting and promoting the health and safety of the people of Wisconsin

Capacity-Building Worksheet Report eligible CY 2014 capacity-building expenses in Appendix E, Section X-c, of the CLTS Reconciliation Packet.
