3 FEDERAL HOME LOAN BANK OF NEW YORK  Customized Microsoft Excel 2007 Workbook to capture AHP Application Data for both Rental and Owner-Occupied Project Submissions; replaces former PDF applications utilized in prior AHP rounds  Requires Microsoft Excel 2007, or later, in a Windows environment to be installed on the User’s machine  Utilizes standard Excel functionality to ensure maximum compatibility across all prospective Users; any PC running Windows with Microsoft Excel 2007 (or later) installed should be able to complete and save an AHP Application  The AHP Application template can be downloaded directly from the FHLBNY’s public Website; once downloaded, the User can begin filling out the AHP Application Overview & System Requirements

4 FEDERAL HOME LOAN BANK OF NEW YORK  Opening a new Application will automatically direct the user to the Application Type Selection Screen  To start an AHP Application, simply select the desired project application type and click the green Start Project Application button to begin Starting an AHP Application

5 FEDERAL HOME LOAN BANK OF NEW YORK  The entire Application Form is displayed as a single, continuous screen  There are several ways to navigate through the Application, such as: Layout and Basic Navigation Using the scroll bar, mouse wheel or arrow keys to scroll up or down through the Application. Using the available hyperlinks located in the Table of Contents and throughout the Application to jump to a specific location.

6 FEDERAL HOME LOAN BANK OF NEW YORK  Hyperlinks are located throughout the Application to ease navigation between the various sections Hyperlink Navigation Each section title in the Table of Contents also functions as a hyperlink to that section. Clicking any “Back to Top” link or simply clicking the FHLBNY Logo will navigate back to the top of the Application.

7 FEDERAL HOME LOAN BANK OF NEW YORK  Now that we’ve covered navigation, let’s start filling out the Application Filling Out the Application Navigate to the Project Location section via the hyperlink in the Table of Contents. Input fields – those which can be populated with data by the User --are always styled with a yellow background for easy identification. Required fields must be populated in order to complete the Application. Required fields are denoted with a small, yellow exclamation point icon just to the right of the field. Input fields without an exclamation point icon next to them are optional (not required). Let’s give our project a name by typing into the Name of Project field. A green checkmark icon appears to the right of the input field once a valid value has been entered. As a result of entering valid data into the Project Name field, the section status now reflects that we’re 17% done with this section while the overall Application progress reflects that we’re now 2% done with the entire Application. Some fields utilize a drop-down list of acceptable values from which the user must make a selection. Simply click the down arrow to pull up the list of possible values. Select the desired state from the list to populate the field.

8 FEDERAL HOME LOAN BANK OF NEW YORK  Some fields cannot be edited and are displayed for informational purposes only Read Only Fields Navigate to the Scoring Criteria section via the hyperlink in the table of contents and scroll down to the targeting table. Read Only fields cannot be edited, and are always displayed with a white background. Read Only fields can also be used to reflect a calculated “Yes” or “No” for some questions within the Application

9 FEDERAL HOME LOAN BANK OF NEW YORK  Conditional Read Only Fields can be either read only or valid input fields depending on data entered in other fields Conditional Read Only Fields Navigate to the First Home Club (FHC) Funds section via the hyperlink in the Table of Contents. The conditional fields are now unlocked and available for editing. Conditional Read-Only fields are displayed with a gray background when they’re in a read-only state. Selecting “Yes” to the first question in this section will “unlock” the conditional read-only fields.

10 FEDERAL HOME LOAN BANK OF NEW YORK  Data entered by the User is instantly validated by the Application Data Validation A valid value of 100 has already been entered and accepted into the Total Project Units field, as reflected with a green checkmark icon just to the right of the field. To illustrate hard validation, let’s type in an improperly formatted value into the AHP- Assisted Units field. The resulting error message is an example of hard validation where the user is prohibited from even entering an invalid value into the field. Let’s hit cancel to revert the entry. To illustrate soft validation, let’s type in a numeric value into the AHP-Assisted Units field which is greater than the number of Total Project Units already entered. The resulting error displayed is an example of soft validation. The value entered – 101 – is in the correct format, though it’s not valid in relation to the Total Project Units value previously entered. The Section status indicator will always reflect a status of “Data Error(s)” when one or more validation errors exist in the section. The Table of Contents will also reflect a status of “Data Error(s)” next to each section where one or more validation errors exist.

11 FEDERAL HOME LOAN BANK OF NEW YORK  Eligibility warnings are displayed when certain ineligibility conditions exist within the Application Eligibility Warnings Navigate to the Eligibility Threshold Requirements section via the hyperlink in the Table of Contents. Answering “No” to all three questions below will raise an eligibility warning. The eligibility warning message is shown directly in the field group title bar. The Table of Contents will also reflect a yellow warning flag icon next to each section where one or more eligibility warnings exist. Likewise, a banner showing the count of all eligibility warnings Application-wide will also be shown at the top of the Application.

12 FEDERAL HOME LOAN BANK OF NEW YORK  Application progress is updated and displayed in real-time as data is entered into the Application Application Progress The overall Application progress indicator is always displayed in the header of the Application. Progress of each section is also displayed within each section’s title bar. Each section’s progress is displayed within the Table of Contents.

13 FEDERAL HOME LOAN BANK OF NEW YORK  The Application can be saved at any time via the standard Save functionality available in Microsoft Excel Saving the Application To save the application at any time, simply click the Save button in the Microsoft Excel title bar. Once saved, the application can be safely closed and all data will be retained. The User will return to the same location where they last saved the document when reopening the Application.
