Iowa Code and Rules Easy Navigation and Search Scope Analysis &Planning Phases Completed Request for Execution Funding

Phase 1 – Administrative Rules Authoring – Publishing Phase 2 – Bill Drafting – Acts Publishing – Code Publishing Framework – A new framework is now in place to allow the content to be enriched with additional metadata (indexing, code-to-rules relationships, etc). – Initial groundwork on indexing has been done. IowAccess Request - Web Published Usability Enhancements for Citizens Better “Code to Rules” relationships Unified index to support index/topic driven search and browse Other web access enhancements including “Custom Document Collections” Scope Analysis and Planning are complete. The IowAccess Board approved these phases and authorized the expenditure of $40,000. Execution funding requested of $325,000. Background – LSA Code & Rules Publishing

Primary Goal – Improve the end users Search and Browse Experience

Browse by Topic User filters all topics down to those which contain “child” User finds the “Child Care” topic and selects it

Browse by Topic, cntd. Related Topics are generated by the system Hits from Code and Rules are displayed in a logical fashion to the user The most relevant results from the Code and Rules are displayed immediately

Browse by Topic, cntd. The user can immediately view Enabling Statutes or Implementing Rules by expanding the section The user can see the relationship between the Code and Rules

Search for Term Related topics and result sets are generated and displayed in a consistent fashion The user can also search for a specific term instead of browsing topics

View a Document The user sees his location in the law and hit counts for related branches

Add to Collection By clicking on a link the user can add a Document or an entire Topic to his Collection

Manage Collections The user can manage his collections, including exporting, emailing, or printing for later use

How long will it take to implement? Phase I – Content Management Tools – Complete June 2010 (5 Calendar Months) – Phase I Already Started: Initial Index conversion work for the Administrative Rules has been done along with some initial prototyping of the indexing tools to be created. Phase II – Web Application Development and Search Engine Integration – Complete September 2010 (4 Calendar Months) Phase III – Additional Navigation and Search Enhancements – Complete February 2011 (5 Calendar Months)

Who is going to do the work? LSA - Computer Services Staff LSA – Iowa Code Office and Administrative Code Office (testing, collaborating to create a unified index) Contractors – Software Architects – Software Developers – Indexing Consultant

Who will host and maintain the new applications? Hosting: LSA will host the applications Maintenance and Support – Year 1: Will be maintained and supported by both LSA Staff (~50%) and outside contractors (~50%) – Year 2+: Transition to LSA Staff (~80%) with some outside contractor involvement (~20%)

IowAccess Request The total cost of this project is estimated to be $965,000. The Legislative Services Agency is requesting partial project funding from the IowAccess Board. – $325,000 IowAccess Request – $600,000 LSA funding
