2. Mission of the Aviation Program
Administer the State Block Grant Program
Collect 5 Year Capital Improvement Program
Fund Projects Based on FAA Priority System
Review and Enforce Federal Grant Assurances
Review and Response to PART 13 Complaints
Administer State/Local Airport Aid Program (75/25%)
Inspect Public Use Airports for State Licensing Standards and FAA 5010 Requirements
Develop Rules/Regulations as Directed by State Legislation
Respond to Legislative and Management Inquires

3. Administer State Block Grant Program
Collect 5 Year Capital Improvement Program
FY 16 Received 294 projects Requests for a total of $211 million in cost
Review and Enforce Federal Grant Assurances
Generally working on 2-3 Grant Assurance Issues at any given time (most pertain to non-aeronautical use of property and revenue diversion)
Review and Response to PART 13 Compliances (FAA retains PART 16 Complaints)
Generally working on 1-2 Complaints (most pertain to lease matters and potential discrimination)

4. Administer State Block Grant Program
FY15 Project Funding
To date there have been 41 Project Contracts Executed or in Process for a Total of $13.1 Million
Remainder of FY15, 41 Projects to be Funded at a total of $35.5 Million
Important-Sponsors and Consultants Must Have Project Under Contract by May 15th of Each Year to Prevent Loss of Funds
Important-Sponsors to be Ready with Critical Projects as Funding Becomes Available

5. State/Local Airport Aid Program
Annually Request for State/Local Projects Averages $25million
DOT’s Proposed Budget for FY16 is $5.6 million
These Funds will be Used to Match Federal Funds
Limited ability to fund State/Local Projects
Important-Sponsors/Consultants do not Forget this Program and Submit with the Annual CIPs
FY16 Request total 32 Projects at $20 million in Value

6. State Licensing Standards and Inspections
Inspect Bi-annually (every two years) 96 Public Use Airport that do not have Part 139 Certificates
Some Statistics on these Inspections:
52% of airports have markings either faded or molding
63% of airports need crack sealing projects on their primary runway at least
42% of airports need to move their hold short bars to meet standards
17% of airports don’t have the Part 77 Primary Surface clear

7. State Licensing Standards and Inspections
13% of airports don’t meet state approach standards
64% of airports inspected don’t meet Part 77 approach standards
175 lights out on runways inspected average 3 runway lights out per airport
69 threshold lights out average 1 threshold light out at each airport
Other issues: blade back shoulders, replace PAPI bulbs, install split lenses in the caution zone for an instrument runway
