10. Background In 2008, the Oregon Legislature passed Senate Bill 1080 to comply with the Federal Real ID Act of 2005. SB Bill 1080 required that applicants for an OR Driver License must prove legal presence in US. Required a SSN or proof of ineligibility for a SSN.
