Updated to Reflect the Changing Landscape Section 3001(c)(3) of the Public Health Service Act, as added by the HITECH Act, requires the National Coordinator to update and publish the Strategic Plan (originally published in June 2008). Accounts for the rapidly changing landscape of health IT and health IT policy and the impact of two major pieces of legislation: the HITECH Act and the Affordable Care Act 2 Updated to Reflect the Changing Landscape

Goal I: Achieve Adoption and Information Exchange through Meaningful Use of Health IT Nationwide adoption and meaningful use of electronic health records by providers will set up the underlying infrastructure for capturing and exchanging health information. Objectives I.A. Accelerate adoption of electronic health records I.B. Facilitate information exchange to support meaningful use of electronic health records I.C. Support health IT adoption and information exchange for public health and populations with unique needs 11

Goal II: Improve Care, Improve Population Health, and Reduce Health Care Costs through the Use of Health IT Meaningful use is not just about capturing and exchanging information – It is about ensuring that information is used in ways that benefit health and care. Objectives II.A. Support more sophisticated uses of EHRs and other health IT to improve health system performance II.B. Better manage care, efficiency, and population health through EHR- generated reporting measures II.C. Demonstrate health IT-enabled reform of payment structures, clinical practices, and population health management II.D. Support new approaches to the use of health IT in research, public and population health, and national security 12

Goal III: Inspire Confidence and Trust in Health IT The digitization of health records will create new challenges for protecting privacy and security of health information and new opportunities to improve safeguards. We must assure that patients and providers understand and trust the use and exchange of electronic health information. Objectives III.A. Protect confidentiality, integrity, and availability of health information III.B. Inform individuals of their rights and increase transparency regarding the uses of protected health information III.C. Improve safety and effectiveness of health IT 13

Goal IV: Empower Individuals The greatest opportunity for health improvements will come from people taking more ownership over their wellness, and care becoming more patient-centered. The first step in empowering individuals is to engage them with their own health information. Objectives IV.A. Engage individuals with health IT IV.B. Accelerate individual and caregiver access to their electronic health information in a format they can use and reuse IV.C.
