January 22, 20022 What is a Function? Central service agency (CSA) is central to the operation of State government. Central activity of the CSA is assigned a number and name.

January 22, 20024 What is a Function? - continued Most of the time, a function number and function name are referred to as function. Without a CSA to perform a particular operation central to the needs of State government, a State department would have to secure the service on its own. In the Pro Rata plan, CSAs are identified in Government Code Section 11270.

January 22, 20025 What is a Function? - continued In the Statewide Cost Allocation Plan (SWCAP), the CSAs are defined (as being allowable to be in a SWCAP plan) in federal circular A-87.

January 22, 20026 What is a Function? - continued Sometimes, it is the nature of the department that makes it central to the needs of other State departments.

January 22, 20027 What is a Function? - continued Other times, it is a type of work that is done by a State department, which can make it a CSA. Recoveries go to the General Fund.

January 22, 20028 What is a Function? - continued Function number represents a specific workload type. Function workload is obtained from a variety of sources and can be from more than one CSA.

January 22, 200210 What is a Function? - continued Content of each column: –Central Service Function identifies the name of the CSA agency and its function/s. –Pro Rata Only identifies the functions only in Pro Rata. –SWCAP Only identifies the functions only in SWCAP. –Both identifies the functions in both Pro Rata and SWCAP.
