ZHU center was picked to best match needs of implementation, equipage, and stakeholders
Two airports in same center to reduce timeframe to ISD as well as testing constraints
Contains a diverse equipage options (United, Southwest, FedEx and UPS)
Operations large enough to reduce risk of low equipped flights
