Introduction In a Load Management Context
The feature introduces enhanced control of the UE selection process for inter-frequency load balancing and IRAT offload to WCDMA. UE selection for Load Balancing action is based on UE services (QCI) Load measurement Determine traffic load in each individual cell UE selection for load balancing action Determine and offload suitable UEs Load information exchange Request and exchange load information between cells Load balancing action magnitude Determine the amount of offloading needed to balance load

Benefits benefits of sSLM
The feature allows the operator to control how users are selected for load management action based on used service(s) Possibility to require better (target) coverage for users with a certain service (e.g. VoIP) to qualify for load-triggered Similar support is available for coverage-triggered mobility as of L12A Possibility to inhibit users with a certain service (e.g. VoIP) from load-triggered handovers to a higher E-UTRAN frequency Possibility to inhibit users with a certain service (e.g. VoIP) from load-triggered handovers to a UTRAN frequency Possibility to require that a user has a certain service (e.g. VoIP) in order to qualify for load-triggered handovers to a UTRAN frequency

Feature Description SSLM new functionality in L14A
Possibility to apply an offset to the A4/B1 (IFLB/IRAT Offload threshold) depending on QCI (new in L14A) Configurable offset per (frequency relation, QCI) If a user has several bearers, the bearer which QCI has largest offset will apply Possibility to exclude UEs from load balancing depending on QCI Configurable per (frequency relation, QCI) A QCI can be configured as forbidden from load-triggered handover A QCI can be configured as required for load-triggered handover (new in L14A) If more than one QCI is configured as required then a user with at least one required QCI is qualified for load-triggered handover In case of conflict, forbidden overrides required By default a QCI is allowed for load-triggered handover Such a QCI will not inhibit a load-triggered handover for a user with the QCI (it is neither forbidden nor required)

Note that only load relations from one cell are illustrated Frequency Distance UTRAN cell E-UTRAN cells VoIP users are completely inhibited from IRAT offload to the UTRAN frequency The A4 threshold (required to qualify for load balancing action) for VoIP users is 3 dB higher to the higher E-UTRAN frequency No specific constraints for VoIP users to the lower E-UTRAN frequency

summary The feature is an add-on to features Inter-frequency Load Balancing, Inter-RAT Offload to WCDMA and Inter-frequency Offload OSS - CEX “Self Organized Networks” provides support for filtering out cells on a certain source frequency relation towards target frequency and apply the settings to all objects found.
