Vienna | Austria © AustriaTech Procurement Modules for Cooperative Systems – Discussion Input 2nd P4ITS MeetingKatharina Zwick

Verona| Italy © AustriaTech Starting Point C-ITS (Cooperative ITS) – consists of different system modules that are relevant for setting up an operating system But which parts are subject to public procurement? How can a tender be splitted into different modules?

Definition Cooperative systems are ITS services based on the cross-linked communication between vehicles and infrastructure - including the communication between vehicles (V2V or car-to-car communication) and the communication between infrastructure and vehicles (V2I) 4

Verona| Italy © AustriaTech C-ITS and public procurement  V2V: only subject to public procurement when talking about fleets  V2I: can be subject to public procurement (different modules) 5

Verona| Italy © AustriaTech One example from Austria (V2I) 6

Verona| Italy © AustriaTech RD&I project project duration: Spring 2011 – Summer 2013 funded by the Austrian Climate and Energy Fund set up of a field operational test for C-ITS 2 different communication links used 3 different kinds of end-user devices More than 10 cooperative ITS services Evaluation of user acceptance (testusers) accompanyied by a scientific study located on motorway intersection A2/A23-A4-S1 in the Vienna area Testfeld Telematik – FOT Telematics Austria

Verona| Italy © AustriaTech Modules for public procurement (2) Classical procurement: for Hard- and software PPI/PCP for specific requirements Central side, TMC (adaptions, extension of the existing systems for C-ITS) Hardware (e.g. server,…), virtual server Software (data processing, storage, service provision,…) Interfaces ….

Verona| Italy © AustriaTech Modules for public procurement (3) RSU – Road Side Units, Traffic light controllers „Classical“ procurement – for „normal“ RSU PPI/PCP: road-side unit of the future, including more intelligence

Verona| Italy © AustriaTech Next steps (1)  Comparison of setup in different context/different architecture  Break down of modules  Classification / checklist o Relevant elements o Procurement types

Verona| Italy © AustriaTech Next steps (2)  Discussion on the tendering processes: o How to split into modules? o What has to be considered ? o How can I do tender for this? o How can I deal with mixed tenders, block tenders… o…o…  Elaborate a guidelines / checklist
