Cooperation) Coordination and support actions FP7 is the short name for the seventh framework programme for research and technological development. This is the EU’s chief instrument for funding scientific research and technological development and it will run from 2007 to 2013 and it is unique in the world The EU budget is approx € 53 billion (EC budget €50.5 billion + Euratom budget € 2.7 billion) FP7 is also designed to respond to Europe’s employment needs and competitiveness. FP7 support research in selected priority areas – the aim being to make, or keep, the EU as a world leader in those sectors – one of them being the Environment programme Environment programme with € 2 billion for the same period and implemented annually through calls for proposals; using a variety of funding schemes. SICA = collaborative projects for specific cooperation actions dedicated to international cooperation

Calls 2012 – R&D in support of the Marine Directive (some results): STAGES - Science and Technology Advancing Governance of Good Environmental Status (FP7 Environment support action) Aims: Extract the knowledge of EU and national research funded activities in the area of marine environment, synthesise it and make it widely accessible (per descriptor, criteria, indicator, pressures and impacts) Identify the needs for further research to improve the scientific underpinning for the implementation of the Marine Directive, Assess options for the development of a structured science / policy interface platform sustainable on the long term in support to the Implementation of Marine Directive.

Creating Industrial Leadership and Competitive Frameworks Leadership in enabling and industrial technologies ICT Nanotechnology, advanced materials, biotechnology and advanced manufacturing & processing Space Access to risk finance Innovation in SMEs Excellence in the Science Base The European Research Council (Frontier research) Future and Emerging Technologies (FET) Skills, training and career development (Marie Curie) European research infrastructures Shared objectives and principles Common rules, toolkit of funding schemes Europe 2020 priorities European Research Area International cooperation Coherent with other EU and MS actions Tackling Societal Challenges Health, demographic change and wellbeing Food security, sustainable agriculture and the bio-economy Secure, clean and efficient energy Smart, green and integrated transport Climate action and resource efficiency, including raw materials Inclusive, innovative and secure societies EIT and JRC will contribute to addressing these challenges Horizon 2020 will cover direct and indirect research, each structured around three distinct but mutually reinforcing blocks in line with the Europe 2020 priorities: (1) Excellence in the science base. This block will strengthen the EU's world-class excellence in science by developing talent within Europe and attracting leading researchers to Europe. The emphasis will be on: stronger support for frontier research (through the European Research Council); future and emerging technologies; skills, training and career development of researchers (Marie Curie Actions); and networking of, access to, and development of priority research infrastructures (including e-infrastructures). (2) Tackling societal challenges. To respond directly to the challenges identified in the Europe 2020 strategy, this block will support activities covering the entire spectrum from research to market. It will integrate innovation actions (pilots, demonstration, test-beds, support to public procurement and market uptake of innovation), cross-disciplinary approaches, and socio-economic and humanities research. The focus will be on: health, demographics changes and well-being; food security and the bio-based economy; secure, clean and efficient energy; smart, green and integrated transport; supply of raw materials; resource efficiency and climate action; and, inclusive, innovative and secure societies (including cyber-security and making the Internet a safer place). The EIT will, through its Knowledge and Innovation Communities, strongly contribute to addressing the challenges, with a significantly increased budget. (3) Creating industrial leadership and competitive frameworks. To support and promote business research and innovation in enabling technologies; services and emerging sectors with a strong focus on leveraging private sector investment in R&D; and, to address SME-specific problems. Priority actions will cover: increasing strategic investments and leadership in current and future enabling and industrial technologies and services, with dedicated support for ICT; nanotechnology, advanced materials, advanced manufacturing systems; industrial biotechnology; space research and innovation and low carbon and adaptation technologies, with particular regard to ensuring an integrated approach to key enabling technologies; facilitating access to risk finance and venture capital (building on the FP7 Risk Sharing Finance Facility and CIP financial instruments); and, providing EU wide support for innovation in SMEs with high growth potential. 14 Horizon 2020 Climate Action and Resource Efficiency, including Raw Materials Challenge The challenge is to achieve a resource efficient and climate change resilient economy that meets the needs of a growing global population within the natural limits of a finite planet. Activities will increase European competitiveness and improve well being, whilst assuring environmental integrity, keeping average global warming below 2 °C and enabling ecosystems and society to adapt to climate change.

15 Horizon 2020 Climate Action and Resource Efficiency, including Raw Materials Challenge Policy drivers include: Europe 2020 strategy Innovation Union - research and innovation key drivers of competitiveness, jobs, sustainable growth and social progress A Resource-Efficient Europe and the corresponding Roadmap – promoting the shift towards a resource-efficient and low carbon economy which will help us to fight against climate change and limit the environmental impacts of resource use Adapting to climate change: Towards a European framework for action The Raw Materials Initiative The EU Sustainable Development Strategy An Integrated Maritime Policy for the EU (incl. MSFD) The Eco-innovation Action Plan Etc.

16 Horizon 2020 Climate Action and Resource Efficiency, including Raw Materials Challenge Broad line of activities (emphasis on marine research): Fighting and adapting to climate change by further improving the scientific knowledge-base of climate drivers, processes, mechanisms and feedbacks associated with the functioning of oceans Sustainably managing natural resources and ecosystems Further our understanding of the functioning of ecosystems, including research on marine ecosystems, from coastal zones to the deep sea. Provide knowledge and tools for effective decision making and public engagement . Emphasis will be put on critical policy relevant ecosystems and ecosystem services, such as fresh water, seas and oceans. Ensuring the sustainable supply of non-energy and non-agricultural raw materials including access to deep-sea resources (e.g. sea-bed mining). Enabling the transition towards a green economy through eco-innovation Developing comprehensive and sustained global environmental observation & information systems
