Topics come under the responsibility of a number of Directorates-General in the European Commission (RTD, MOVE, CNECT, ENTR, ENV, MARE, JUST, REGIO, ENER, EMPL) Policy development and RDI funding are always linked but not necessarily organised in the same department Multitude of instruments (FPs, TPs, JPIs, JTIs, ERA, PPPs, studies etc.) The regional context gets particular attention (e.g. through the European sea-basin strategies), linkage with EU structural funds International co-operation where beneficial and adequate, sometimes required (e.g. IMO, ICES, Arctic Council, bi-lateral)

All road transport research and innovation activities which in the 7th Framework Programme were addressed in separate research programmes will be embedded in one single socio-economic challenge of Horizon 2020: "Smart, Green and Integrated Transport". Partly carried out by PPPs: EGVI contractual PPP, JTI Clean Sky, JTI on Rail Research. It is foreseen that the EGCI will continue in Horizon 2020 with a revised technical scope and a new governance scheme. It is expected that the EGCI will be implemented through a so-called "contractual PPP" which is a new form of partnering introduced in Horizon 2020 and largely inspired by the PPPs of the recovery plan. Multidisciplinary research will play a key role. In addition to "Smart, green and integrated transport" Societal Challenge, transport research needs to rely on advances in key generic technologies such as advanced materials, nano-technologies and production technologies. Like in FP7, where several multidisciplinary joint calls involving several Commission services were implemented in the frame of the EGCI, multidisciplinary calls combining programmes from Industrial Leadership and Societal Challenge will be organised.

Mobility for Growth work programme is now final and has been agreed by the Member States. 18 What is Blue Growth? Blue Growth describes the value of the seas, oceans and coasts to economic growth.
