3. Operating Capacity
The average operating capacity is in the 540 – 600 mb1/d.
The short fall in refining capacity is due to
- Shortage in delivery of crude oil
- Frequent stoppages due to operational
problems
- Accumulation of fuel oil or Naphtha in small refineries.

28. Ninewa Refinery
Ninewa Refinery is located in the oilfields of Qayarah & Najma – Ninewa Governorate . It’s a project proposed by an investor to process the ultra heavy crude of these fields .The project was adopted by the Ministry since it will resolve the problem of transportation of the said crude. The timing of the project shall follow the time schedule for the development of the fields. The project is still in the initial stage. The preliminary capacity is 150mb/d . A power station is planned to utilize the heavy products of the refinery.

29. Main Features of Law Number 64/2007 for Investment in Refineries
1- Ministry of Oil to supply the refinery with crude oil for a period of 50 years at (FOB) price with discount of 5% provided that the discount will be between 4 & 8 USD .
2- Ministry can adopt contracts in any internationally recognized form of investment including participation with no more than 25% of the investment .
3- The investor has the right to sell the products, at international prices prevailing in the area, inside Iraq or to export the same outside Iraq. The Ministry shall have the first option to buy.
4- The investor has the right to build and operate petrol stations inside Iraq to market his own products.
5- Ministry of Finance shall allocate a suitable piece of land to the investor on lease basis for a period of 50 years subject to extension.
6- The project shall enjoy the incentive of General Investment Law
13 /2006 which include tax holiday for 10 years.
