Pipeline Politics  Need for a Canadian Energy Policy Very complex issue because of the extent to which our government has long abandoned a national policy to embrace continentalism as a substitute for a Canadian energy policy.  Need for energy security for Canadians We produce more oil than we consume but export over 65% of it to the U.S. We import oil to meet 90% of the needs of the Atlantic region and Québec and 30% of Ontario’s needs.  Need for sustainable development of the oil sands Our responsibility to future generations of Canadians is to conserve our non-renewable energy resources now, while developing sustainable renewable energy sources for the future.

3. TransCanada’s Keystone  Crude oil line (orange) that will run from Alberta to Illinois. Exclusively for U.S. markets; 590,000 bpd by 2011; Few permanent jobs; Decreases energy security; Less investment and job creation in the Canadian energy and petrochemical sector.

4. Enbridge’s Alberta Clipper  This 1,600-kilometre pipeline would see up to 800,000 barrels of crude oil shipped out of the country daily to the U.S. Expected to create only two full-time permanent jobs in Alberta; Approved in Dec. 2008.

5. Enbridge’s Southern Lights  This 3,041-kilometre pipeline would actually flow from Chicago to Edmonton, sending 180,000 bbl/d of light hydrocarbons. Such hydrocarbons are necessary to dilute the bitumen; Dilbit (Diluted bitumen) then flows back to the U.S. to be refined. Approved in Feb. 2008

7. The National Energy Board  Mandate The NEB has the statutory responsibility to ensure the public interest is ensured with respect to Canadian oil and gas, including domestic employment and security of supply.  Reality Allows oil companies to export as much oil and gas to the United States as they wish regardless of the effects on Canadians.  Example? The National Energy Board Act requires that exports for a period of more than two years be subject to public hearings and a condition for allowing long term exports is that there be adequate supply for Canada. To circumvent these requirements all export permits issued since 1986 have been for periods of no more than two years.

8. Enbridge’s Northern Gateway Project This 1,152-kilometre new pipeline construction will send 400,000 bbl/d of oil from Edmonton to Kitimat, to be exported to Asia and the U.S. Coast by tanker.

9. TransCanada’s Keystone XL This 2,720-kilometre new pipeline construction is represented by the dotted line on the map. Capacity will be about 750,000 bbl/d. Approval process still going on in Canada; Deadline for construction is set for late 2012.

11. CEP Solutions  CEP calls for a policy of energy security for Canadians. The policy must include: an expansion of east-west oil pipeline capacity, including building a pipeline entirely located in Canada, to bring oil from Western Canada to the East. the repeal of the energy provisions of NAFTA, and the rejection of similar energy provisions in any future trade agreement. the reinstatement of the 25-year requirement for proven reserves of oil, gas or any other energy resource as a precondition for exports. a freeze of pipeline capacity to the United States for crude oil, bitumen and natural gas and calls for a freeze at 2007 levels of all electricity exports to the US until a new Canadian energy policy creates a context for energy exports that is consistent with our national interest.
