NM USER FORUM 2014 EAD and Airspace Data Evolutions towards EAIMS Welcome to our session today, during which we’ll talk about how Aeronautical Information is managed today and where we think it should go to in the future. Today, the aeronautical information is managed separately by two different business areas each responsible for not only separate informations, but, as we will see, also for the same type of information. On one side there is the European AIS Database, serving the AIS Operations of the different EUROCONTROL Member States and all users of AIS related information, while on the other hand there is the Centralised Airspace and Capacity database which is being used by NM Operations to serve flight operations. The presentation will provide a high level inside on both databases, how and where they are used and how this should evolve in the future. Peter Matern Head of ADM Unit 30/01/2014

EAD European AIS Database – EAD
Current Aeronautical Data Management (2) European AIS Database – EAD Service provided and owned by EUROCONTROL on behalf of its Member States. IT (ITP) and Data Operations (DOP) outsourced to industry PC Decision n°83 – July 2000 Operational since June 2003 Data Provision - 48 DP Data Usage DU EAD SDO INO ARO BF PAMS AIP CHART CACD DOP AIXM data AIS AO PIB & NOTAM Mil The EAD is in full operations since The data in the EAD , as explained in the previous slide , is provided by Data Providers, both civil and Military. Currently there are Today, there are 48 data providers (ECAC and outside ECAC) using the database for their AIS operations, and most of them maintaining their static data directly in EAD (31 fully migrated) . The worldwide NOTAM information and the related Static Data is being managed by the Data Operations Service Provider (DOP). The data is then used to the different types of data users. 151 Data users of various types are using different services like PIB generation, downloading AIP’s etc. directly from EAD ARO FPL ATC Data Providers Local AIS / ARO / Mil FSP AIP IFPS 11/04/2017

Centralised Airspace and Capacity Database – CACD Static Data ENR part of the AIP + FIR Airspace Data ATC Sector Data Terminal procedures SID, STAR Aerodrome Data, including RWY Restrictions (RAD, EU/EURO, FUA, FRA, …) Dynamic Data ATFCM Data Capacity figures, Sector Configurations, Traffic Volumes, Scenarios ASM Data Route Availability, Restricted Airspace availability (Military area’s, Specific Area’s,…) Client Data units for flight plan distribution and ETFMS messages CCMAS data for code distribution The CACD provides all necessary airspace information to feed the core Network Manager Operational systems (IFPS,ETFMS) and the systems of our operational Stakeholders. Like: - data required for the preparation of AUP/UUP by AMC’s. - Ftp file including data not yet available in EAD, but required for AO’s and CFSP’s for flight planning purposes. - ATFCM Data for monitoring The CACD data is validated prior to distribution. This activity leads to dynamic (Current AIRAC cycle) or Static (for the next AIRAC cycles) systems database updates

AIS Operations OPS Preparation Flight Operations ACC EAD ATC Local AIS Mil ASM DOP AO IFPS FSP Ops System ATFCM CACD Other… ASM As can be seen in the schematic, both databases are acting separately, through almost independent sub-processes: On the upstream data chain, we have Aeronautical Information Services (AIS). Where AIS information is prepared and published under the responsibility of States (upstream chain). For the downstream, there is the Flight Operations community (ATC/ATFM, airlines, military and their data/service providers) where the AIS information is supplemented by additional information (ATC Planning, ASM, ATFCM) and goes through an operational preparation specific to the daily context for Flight Operations. ATM Operational World CIAM Fine tuning of AIP data for OPS AMC AIP CACD ENV Coor RAD Coor fax phone interface Manual inputs FMP Operator Non AIP forms No connection between AIS & OPS AIS Official World In line with these business processes on the upstream and downstream data chain, in Eurocontrol, the current airspace systems were also built for different purposes; EAD with an official publication focus, Central Airspace and Capacity Database (CACD) with an ATFCM operations focus and supplemented with Non AIP data via ANSP’s. The problem is a manual entry by the operators, there is no connection between AIS/EAD and OPS/CACD processes, AIP data is fine tuned to fit into operational constraints. Flight Planning Optimisation through access to consolidated data

Airspace Data Repository project - ADR More than 10,000 records examined Data alignment completed on AD & Points and on going for Routes and AS Missing data in EAD & CACD identified We know where the inconsistencies are; to bring the publication and operational processes closer Some 10 Data Harmonization Objectives proposed/approved via EUROCONTROL Stakeholder Working Groups (e.g. publication of intermediate Flight levels) The on-going ADR project aims at reconciling these specific missions for the benefit of ATM operations as whole. It uses the existing repositories (mainly EAD and CACD) to provide the network view on the operational airspace data. The main challenge of ADR is to make these two different worlds communicate and understand each other in a better way. More that 10,000 records have been examined, we have taken the snaphot of both DB and compared the differences. To give an example for AD from 8000 records some 750 inconsistencies found, similarly for points it was more than 500. All those were corrected. The missing data in EAD ( operational airspaces, VFR AD, ILS..) or in CACD identified. In some areas operational constraints let the modification of published data such as gaps between airspaces, creating fake ID’s for unnamed points on the corss border or not having clear FL, can not allow gaps) For those ones, some daha harmonisation objectives proposed and approved by RNDSG. To say in short, we know where we stand which gives a very robust basis to improve the process. And to integrate the upstream and downstream processes to get the best of both worlds. 11/04/2017

ADR Lessons Learned Integration between the AIS Publication and the ATM Flight Operations processes is a key enabler EAD Data Completeness and SDO Migration of all EAD Data Providers is a prerequisite Non AIP/ATM Data Provision requires similar process as in EAD (e.g. operational sectors, runway configurations..) beyond Annex 15 Data Harmonization & Consistency More players making use of the static data as basis for their operations emphasize further the need for consistent data We have gained experience to shape the future, where AIM data directly serves the ATM Operations The main challenge is to reconcile the operational constraints with official data provision requirements in order to achieve a consistent data chain, and in the end that published data can serve operations directly. Achieving a seamless ATM data chain in Europe will require bringing the two communities ‘closer together’. This implies harmonisation and integration of both operational processes and supporting systems. With ADR we have gained the experience and maturity to take it further, That is where the need for Centralised Service EAIMS come into the picture in future development 11/04/2017

Through this service, the end-user will be provided access to all the required, consolidated, consistent and operationally validated data in a seamless and transparent way as from a single source, which can directly serve ASM/ATFCM/ATC and flight operations. 11/04/2017 17 17
