Introduction ► Congestion have social, environmental and economic implications, and will limit sustainable growth ► Several initiatives in the past to upgrade and expand the freeway network ► Gauteng Freeway Improvement Scheme presented to Minister of Transport in 2005 ► Inter authority working group – DOT chairmanship Developed concept for improving & expanding freeways in the province Produced document – project context and principles: ► Promotion of travel demand management and public transport ► Road network management – ITS, IMS, service to public ► Sustainable maintenance and expansion of the freeway network ► Project financed as a state implemented toll road

Project Extent: PLANNED LANE ADDITIONS: 230km (2012) PLANNED PLANNED MINOR UPGRADES: (173 KM) (2012) PLANNED INITIAL NEW ROUTES: 73km (2020) 73km (2020) FUTURE NEW ROUTES: 95 km (2025 +) TOTAL INITIAL SCHEME (2020): 466 KM FINAL SCHEME: 561 KM

Integrated Approach ► In order to address congestion problems – integration of different transport initiatives/modes - essential ► Gauteng Freeway Improvement Project focus – Modal Integration Travel Demand Management (i.e. HOV lanes) Provision of required infrastructure Intelligent Transport Systems (ITS) Improved incident management

HOV Network ► Additional lanes added – High Occupancy Vehicle lanes ► Depending on route, can be 2+, 3+, etc. ► Park and Ride facilities & inter modal transfer facilities will promote ride share HOV Lane

Project Status ► Cabinet approved project – July 2007 ► Announced by Minister – October 2007 ► Project was found feasible for phase 1 – Existing freeway upgrades & provisions for public transport (Cost – R12b excl VAT, 2007): Additional lanes to existing freeways Substantial interchange improvements Non freeway public transport improvements ► Phase 2 – construction of new infrastructure – feasible if staggered over period from 2010 to 2020 – further R10b (excl VAT,2007)

Infrastructure cost ► Estimated cost for road improvements: R25m to R65m/km ► Average estimated cost for new road sections: R90m/km excluding the cost of land

Project financing & implementation ► User pay principle (toll) is proposed to finance project ► Travel demand management measure ► Provides a mechanism for accelerated financing of infrastructure – the sooner it can be provided, the sooner benefits are realised (economic, travel times, safety, etc) ► Toll declaration in process – public comment period closed 14 November 2007

Comprehensive Open Road Toll System Features of Toll Strategy: ► 47 gantries on existing roads for 2010 phase ► Average spacing 10,7 km / gantry ► Directional – gantry is only covering one direction/carriageway of traffic flow ► Wide coverage on all routes – fair distribution to all users ► Low toll tariffs per toll point to optimise attraction

Open Road Tolling ► ETC – no physical plazas – no delay ► The potential diversion was modeled – concluded that the diversion in metropolitan areas minimal

Social & Economic Impact ► Economic Impact: Contribution of R14,2bn and R15,3bn to GDP in 2008 & 2009 respectively Contribution of R6,3bn and R6,7bn for Gauteng GGP for 2008 & 2009 respectively 29 300 direct employment opportunities and 138 900 indirect employment opportunities, mostly in low wage brackets After construction – 1800 direct and 9200 indirect job opportunities R39,7 bn contribution to capital formation

Proposed Road Improvements ► In general, freeways will be upgraded to 4 lanes per direction ► Some sections, up to 6 lanes per direction ► Interchanges are improved ► Auxiliary lanes at on- and off ramps ► Cross road improvements ► Median lighting is provided ► Many instances – F-Shape barrier in median

Pavements ► Pavement maintenance strategy for toll projects is impacted on/determined by the financial model ► Project scope – provide a 10 year maintenance free pavement design, and a 30 year life cycle pavement strategy ► For road widening - pavement layers in general must conform to the existing layer works. ► Pavement widening in general – took into account practical considerations i.e. accessibility, restricted work area and time available for construction

Pavements ► Limited structural improvements to the existing pavements are required ► On flexible pavements on steep uphill's, CRCP inlays are considered ► The majority of pavement actions required are functional in nature, consisting of stress absorbing membrane interlayer (SAMI) and asphalt overlays (mostly BRASO), ► Grinding of concrete pavement is proposed between N1 Hans Strijdom to Bucleuch interchanges – improved riding quality, skid resistance, reduced noise ► The UTCRCP has been considered as a rehabilitation measure, and is an option in the 30 year life cycle of the pavement
