The reason for this is that these are particularly complex buildings that, if they are to be successful, must be looked at in a highly detailed manner from the outset. To be successful, an appropriate balance must be found by the Development Plan team working with the Authority between the needs of the stakeholders and the arts community, the nature, size and quality of the venues, the income that can be generated to support the operations, and the construction cost. These are all interlinked and often the balancing act requires choices to be made. It will be our role to assist the Authority to develop or confirm that this balance is being struck correctly. Maximize public participation to encourage pride and a sense of ownership through the HK community. {Remark: In order to obtain the key requirements during Stage 1 PE, we will immediately start to meet the flagship art groups, Chinese Artists’ Association, key visual arts stakeholders, relevant government departments.
