UNCLASSIFIED Air Force ISR Agency HAF/A2 Air Force ISR Agency Lackland AFB, TX Air Force Cryptologic Office Ft Meade, MD Air Force GEOINT Office Bethesda, MD DISCUSSION: This chart is the AF ISR Agency’s organizational structure. The three extensions of the Headquarters staff (AFCO, AFGO, and Det 2), are placed at within three different locations. Det 2 act’s as the Agency’s eyes and ears within NSA, AFCO act’s as a liaison with ACC, and AFGO act’s as the AF ISR Agency’s liaison within NGA. 70th ISR Wing Ft. 3 SCC & AFGE AF ISR Agency/CC – Air Force Service Cryptologic Component
UNCLASSIFIED SCC & AFGE HAF AFIAA FOA AF/A2 ACC AFSPC AFCO AF ISR Agency SCC 12 AF 24 AF AFGE AFGO 70 ISRW 55 WG 67 NWW AFTAC 480 ISRW 688 IOW DISCUSSION: The AF ISR Agency is deemed the Service Cryptologic Component (SCC). This means that Maj Gen Heithold has cryptologic authority over the units that are bordered in red because they perform SIGINT missions. This authority is given from the DIRNSA as the AF ISR Agency is the focal point to NSA for SIGINT missions. The Air Force ISR Agency is also deemed the Air Force Geospatial-Intelligence Element (AFGE). This is similar to the SCC structure but instead, sets up the Air Force ISR Agency as the focal point for GEOINT missions. National Geospatial-Intelligence Agency (NGA) gives authority to the Air Force ISR Agency commander over the units bordered in green for the execution of GEOINT operations. 361 ISRG NASIC AF ISR Agency/CC – Air Force Service Cryptologic Component AF ISR Agency/CC – Air Force Geospatial-Intelligence Element UNCLASSIFIED

4 AF ISR Agency Strategic Priorities

5 Air Force ISR Flight Plan – AF ISR Agency Activity
UNCLASSIFIED

6 AF ISR Flight Plan Purpose
UNCLASSIFIED Steering “Strat-to-Task” process to drive ISR capabilities from strategy to requirements to funding. ORGANIZATION PERSONNEL MATERIEL ISR Flight Plan The Flight Plan charts a course for the Air Force to build current and future ISR Capabilities from, in and through all domains by evaluating potential DOTMLPF solutions to meet COCOM and MAJCOM identified shortfalls. It provides a systematic approach for translating strategic guidance, global trend and threat estimates and transforms them into a vector for DOTMLPF resources for sustained transformation & capability growth. NIE Global Trends Ultimate Output is the ISR portion of the AF POM Synchronizes Panels and PEs required for execution UNCLASSIFIED 6

8 ISR Flight Plan Process Capability Based Planning for ISR
UNCLASSIFIED Balanced Capability Portfolio Air, Space, Cyber, Surface Joint Operating Concepts Most efficient/effective mix Alternative Solutions for Needs Systems-of-Systems Approach Evaluated across full P-C-P-A-D Modernization/Sustain/Recap Plans Needs Analysis Solutions Analysis Strategy-to-Task Look 1) Assess Capability “health” 2) Identify Tasks Across Missions 3) Identify/Prioritize ISR Tasks Solution Identification 6) Identify DOTMLPF-P Solution Sets to Prioritized ISR Needs & Gaps Capturing Risks and Impact Annual Cycle Needs Identification 4) Identify/Prioritize ISR Needs 5) Identify/Prioritize ISR Gaps Balanced Portfolio 7) Develop balanced ISR portfolio 8) Assess “health” of Planned Global Integrated ISR Enterprise The current capability based planning process detailed within the ISR Flight Plan, is a 2 step process aligned and integrated with similar processes that support the other core functions and run concurrently. This ISR process formally partners the MAJCOMs and Air Staff together to ensure the solutions identified meet the COCOM and Service shortfalls. The first step, needs analysis, is conducted within the MAJCOMs and Air Staff. An area analysis begins the process and provides a “strategy to task” review for each of the joint capability areas to identify what AF ISR should be doing based on higher level strategy documents. The needs analysis builds upon these identified tasks and is used by the MAJCOMs to identify shortfalls and gaps on behalf of their supported Combatant Commanders. As we’ve worked through the process thus far, 129 identified shortfalls have been identified. The final step, which is the solutions analysis, begins with a complete review of all potential DOTMLPF solutions that might address the shortfalls. This will be supported by various outside communities such as industry, academic circles, and the acquisition community. The final results include capability portfolios that meet the shortfalls for all domains with recommended investment options. While this process is a deliberate process to support the annual POM and APOM processes, warfighter idendified, quick-turn needs and solutions analyses can be accomplished. The living nature of the collaborative automation tools and the established community partnerships facilitate such a quick reaction capability. The next few slides highlight the complexity of the solution evaluation process. QRC QRC is the primary means to support POM builds today and through FY13 APOM UNCLASSIFIED 8
