2 What is Web Accessibility? Taking into account the various ways people with disabilities (e.g. vision loss or low vision, hearing loss, mobility and dexterity disabilities) navigate the web and understand web content

3 Accessibility for Ontarians with Disabilities Act (AODA) Legislation that requires Ontario to develop, implement and uphold accessibility standards for persons with disabilities

5 IASR, Part II, Section 14: Conformance with Web Content Accessibility Guidelines 2.0 14 (2) Designated public sector organizations and large organizations shall make their internet websites and web content conform with the World Wide Web Consortium Web Content Accessibility Guidelines (WCAG) 2.0, initially at Level A and increasing to Level AA, and shall do so in accordance with the schedule set out in this section

6 WCAG 2.0: Levels, Success Criteria, and Sufficient Techniques To meet a level of conformance: web pages need to satisfy all the Success Criteria up to that level e.g. to meet Level AA conformance, need to satisfy all Level A and Level AA Success Criteria Sufficient techniques: techniques that are considered sufficient to meet the Success Criteria

7 WCAG 2.0: Example of Success Criteria and Sufficient Technique Example: Success Criteria 1.3.1: Information, structure, and relationships conveyed through presentation can be programmatically determined or are available in text. (Level A) Sufficient Technique H42: Using h1-h6 to identify headings

8 IASR, Part II, Section 14: Schedule 14 (4) Designated public sector organizations and large organizations for their internet websites shall meet the requirements of this section in accordance with the following schedule:

9 January 1, 2014 By January 1, 2014, new internet websites and web content on those sites must conform with WCAG 2.0 Level A

10 New internet website Either: a website with a new domain name or a website with an existing domain name undergoing a significant refresh

11 New internet website at York means: a website with a new domain name, e.g.: central web account (e.g. www.yorku.ca/something) WordPress site web-based application a significant refresh consists of changing more than 50% of the following for a site: navigation and structure design / look and feel content or cumulative total of these elements

12 Websites that are public and within our control not intranets or extranets websites, web-based applications and web content that you can modify in some way

13 Web content e.g. text, images, audio, video, forms also includes documents (e.g. PDF, Word, Excel, PowerPoint)

14 Additional aim for January 1, 2014 In addition, York will aim for having any page or document created or modified as of Jan 1, 2014 to conform with WCAG 2.0 Level A, except components that are shared across pages of a site (e.g. template, widgets)

15 January 1, 2021 By January 1, 2021, all internet websites and web content must conform with WCAG 2.0 Level AA, other than i) success criteria 1.2.4 Captions (Live), and ii) success criteria 1.2.4 Audio Descriptions (Pre-recorded)

16 Content published after January 1, 2012 all public pages and documents that were published after Jan 1, 2012 must conform don’t have to modify content published before January 1, 2012, but when requested content needs to be provided in an accessible format

17 Additional aims for January 1, 2017 To meet these requirements, York will aim for the following by Jan 1, 2017: having all new pages and documents meet WCAG 2.0 Level AA compliance having plans produced detailing how all pages and documents published between Jan 1, 2012 and Dec 31, 2016 are going to meet WCAG 2.0 Level AA compliance by Jan 1, 2021

18 Educational and work materials For the following areas related to educational and work materials, a mechanism must be in place to provide an accessible version when requested if it's not already accessible: web-based educational and training resources and materials student records information on program requirements, availability and descriptions information needed in order to perform an employee's job information that is generally available to employees in the workplace
