3. 3 Books of Accounts at VEC  Ledger, Journal and Cheque Issue Register are not maintained  Cash book is maintained –with only one column for cash  Cash book reveals that all the payments are made only in cash  The transactions pertaining to withdrawals are not reflected in the cash book

4. 4 Books of Accounts at VEC cont.  Receipts from donation were not booked in the books  Asset Register and Stock Register were also not prepared

5. 5 Utilisation of Current Year Grants  TLM grant  School grant, and  Maintenance grant for current year are not received. The team was informed that these grants will be released only after the DISE data on the basis of 30 th Sept. 2008 gets completed.

6. 6 TLM  TLM grant is not disbursed to the teachers  Teachers give their requirements to the VEC and the VEC makes the procurement  In 2006 VEC received only Rs.1000 for 4 teachers of the school, i.e. @250/- per teacher.

7. 7 CRC  CRC is operational in the building since last two months  Financial powers are not delegated to CRC  Resource person collects UCs, reports and does the work of community mobilization  CRC has no role in teachers training

8. 8 Interaction with VEC members  The team interacted with some of the VEC members.  They were aware of their roles and responsibilities and were keen in school administration.
