NEREIDs Background The NEREIDs proposal aims to strengthen civil protection and marine pollution preparedness and cooperation among Greece and Cyprus, building on international standards, best practices, and innovative Information and Communication Technologies (ICT) such as risk management, eLearning tools, crowd sourcing, and games. Duration: Jan 2013-Dec 2014 Budget/EC funding 537,425€/403,068 € NOBLE Platform Homer

What will NEREIDs do? Multi-axial approach on cooperation for direct response: Cyprus & Greece Characteristics Host nation support: preparedness to send and receive assistance Novel ICT technologies: eLearning, games, crowd sourcing, integration of risk assessment/prediction, webinars Standardized situational reports: Increase preparedness potential reducing the impact of emergencies through sharing experience and best practices on developing Database of best practices highlighting outstanding response and common errors will be developed and promoted among stakeholders. Assessment & evaluation framework measuring aptitude and knowledge retention Iterative Approach: Evaluation workshops, Training, TableTop exercises

Expected Impact Improved planning and preparedness for EU civil protection operations and marine protection, building on risk assessments and real disaster events Improved effectiveness of the transnational cooperation provided through the Civil Protection Mechanism by improving the knowledge of professionals and volunteers, e.g. host nation support Novel educational material available in electronic format for training and retraining of professionals and volunteers (crowd sourcing, games, webinars) including risk assessment resources Increased awareness of best practices and shared common resources to be used for training and refresh courses. TASK B Technological Disaster Scenario Selection, Modeling, Analysis Realization Scheme 1. Select disaster scenarios based on real marine accidents - Oil spills (for example more than 14,000 oil spills are reported each year in the U.S.) produced from explosions on the oil and gas production platforms (Piper Alpha, 1978; Montara, 2009 and the BP Deepwater Horizon spill, 2010) or sea accidents of tankers 2. Create grids (from bathymetry/topography data) of the study areas (Figure 1) Figure 1 Map showing Crete’s bathymetry (digitalisation of Navy maps). Kriging interpolation method has been used. 3. 7. Elaborate on scenario prepare for eLearning material and workshop 5. Perform Oil spill modelling using MEDSLIK and POSEIDON OSP (Figure 4a,b) 4. Task D:Host Nation support, Best Practices, Regional, National & International Cooperation Assess existing preparedness and response plans from participating countries. Assessment of existing plans and procedures and improvement of them with the guidelines of the Host Nation Support (HNS), a part of the overall Civil Protection Mechanism. Identify civil protection and marine pollution departments, their level of preparedness and their needs.

Task D: Host Nation support, Best Practices, Regional, National & International Cooperation Perform an information and educational campaign. Train & mobilize volunteer organizations. Adopt Information and Communication Technology (ICT) to support cooperation in the context of training and HNS. Refine scenario scripts based on detailed actions in order to check their level of preparedness. Table Top Exercise organize

Task F: Multinational Incident Report Database Gather information on different incidents, since 1950. Categorize reports, analyse and convert into harmonized format. Input random incidents to different statistical programs, check their accuracy, in order to identify the best for future use. Deliverables Statistical Analysis and Data mining of incident reports in the database. Evaluation of the database, Presentation of reports, Information on results and Publication.
