8  We are not talking about PSK fouls-we will cover that in another session  This can be confusing, so keep in mind: If a penalty is accepted, the ball belongs to the team in possession when the foul occurred (5-2-1) 8

9  Team B illegally participates by having 12 players in the formation on a play in which Team A’s forward pass is intercepted.  RULING: Team A will want to accept the penalty since this allows them to keep the ball after enforcement of the penalty. 9

10  During a run by A1, A2 clips. A1 subsequently fumbles and the ball is recovered and downed by B3.  RULING: Team B will most likely want to decline the penalty for A2’s clip and take the result of the down to keep the ball. 10

11  If both teams commit fouls during the down, the fouls usually offset and the down is simply replayed (10-2-1)  Note: any number of fouls by one team offsets any number of fouls by the other team as long as they are all live ball fouls-it does not matter if they penalty distances are different 11

12  At the snap Team A has only 6 players on the line of scrimmage and A1 is illegally in motion, then B2 illegally uses his hands during the down.  RULING: The fouls offset and the down is replayed. 12

13  When a live ball foul by one team is followed by a dead ball by their opponent, it is not a double foul  The penalties are enforced separately and in their order of occurrence, per 10-1-3 13

14  For purposes of penalty administration, these are treated identically to dead ball fouls 14

15  If there is a change of team possession during the down, and  The team that winds up with the football did not foul before they gained possession, then The team got the ball “with clean hands” and They may keep the ball by declining their opponent’s foul or fouls The team not last in possession then has the opportunity to exercise their penalty option 15

18  During a legal forward pass which crosses the neutral zone, A1 is illegally in motion at the snap. B1 intercepts and during his return, B2 clips A2.  RULING: The illegal motion by A1 and the clipping by B2 are both live ball fouls, but because the foul by B2 followed a change of team possession, they do not automatically constitute a double foul. The captain of B (last team in possession) may accept or decline the penalty for A’s foul. If accepted, this creates a double foul and the down is replayed. If declined, then the penalty for B’s foul is enforced if accepted by A. (10- 1-3; 10-2-1b) 18

19  A1’s pass is intercepted by B1 at B’s 40-yard line. During B1’s return, A1 and B2 begin fighting at A’s 40-yard line. B1 returns the ball to A’s 2-yard line.  RULING: The captain of B (last team in possession) may accept or decline the penalty for A’s foul. If B accepts the penalty for A1’s foul, it creates a double foul. B may retain possession by declining the penalty for A1’s foul, in which case, it would be B’s ball at its own 45-yard line following enforcement of B’s penalty (if accepted by A). Both A1 and B2 will be disqualified for fighting.  COMMENT: Whenever both teams foul during a change of possession down and the team in final possession gets the ball free of a foul (with “CLEAN HANDS”) they have the opportunity to retain possession. The fact that their opponent’s foul occurred after the change of possession has no bearing on the enforcement. However, when B, the “clean hands” team, retains possession by declining the opponent’s foul, the penalty for B’s foul may be enforced. (9-4-1 Penalty; 10-2-1b) 19

20  A leads 21-20 with three seconds remaining in the 4 th quarter. A 4/1 @ A-45. A1 muffs the snap, and A2 holds while the ball is loose. B1 recovers and advances to A’s 1-yard line where he is downed. During B1’s advance, B2 clips at A’s 10-yard line and time expires during the down. In an effort to prevent a double foul, Team B declines the penalty for A2’s foul. The captain of A then wishes to decline the penalty for B2’s foul.  RULING: The game is over as there is no accepted penalty on the play. (3-3-3a) 20

21  A 1/10 @ B-30. A is in an illegal formation at the snap and A1’s pass is intercepted in the end zone by B2. As B2 begins to run, B3 clips in the end zone. B2 returns the ball for an apparent touchdown.  RULING: Team B, as the team last in possession, got the ball with clean hands. Declining the penalty for A’s illegal formation would result in a safety. Thus, Team B will accept the penalty for Team A’s illegal formation and the fouls will offset, resulting in a replay of the down. 21

22  A 4/1 @ B-20. A commits an illegal shift. Ball carrier A1 is stopped for no gain and then B2 commits a late hit foul.  RULING: If team B declines the penalty for A’s illegal shift, they will be awarded a new series and will have 1st/10 following enforcement of the penalty for their dead ball foul. 22
