Task O2 "eSafety" february 2009 CEDR Implementation Framework3 What is a CEDR Implementation Framework? A CEDR Implementation Framework is a joint NRA agreement on strategy and procedures for the implementation of pan-European eSafety services and the consistent interaction with other stakeholders.

CEDR needs a framework to guide the development of services relevant for NRAs to continue to act as Network Operators and safeguard their mandate and objectives with respect to other stakeholders; In the discussions on the implementation and deployment of ITS a joint approach and strategy with an European momentum is required to be a counterparty for European oriented industries/stakeholders

Agreement on priority services related to Network Operations Definition of typical tasks that should be left to the Road Operators/NRAs which ultimately is the core business of NRAs Role and responsibilities the NRAs claim within Network Operations

NRA boundary conditions: Public responsibility the strategic network (urban, interurban) alternative routes and interfaces to other modes; collective traffic services; related to traffic performance, safety and environment; (EU and/or national) legal framework ….
