Theoretically no problem is there but practically many problems are there. All the suggestions given are intermingled.

Improving legal literacy. To have effective control over ministerial staff and over Bar. Accountability of ministerial staff. Centralised recruitment of ministerial staff Inter-district transfer of ministerial staff. To improve Efficiency of ministerial staff. Training of ministerial staff.

PPs are appointed by govt with meagre remuneration, Accountability of PPs and investigation agency. Lack of protection of witness. Govt should accord them protection Improper service of process. Improvement of investigation: video Lack of human resources. Sometimes, system does not act in consonance with the zeal of the Presiding officer. Presiding officer cannot performing fearlessly. Higher authority should repose trust and confidence in district judiciary and should support it in case of need.

Process automation. IT enabled services of process. Control over hostile witnesses. Video shooting of entire investigation process.

Quality is less appreciated than quantity. By becoming legal-scientific enabled. No proper evolution test for appreciating judge. Efficient judge cannot get any special benefit for his work. There is no objective method of assessing a judicial officer. Judgement should be supported by law and judgements. Enhance quota system. Enhancing the norms of quota system

Rural courts are less equipped. Non availability of good advocates at rural area’s court. Judges of Fast Track courts are directed to decide 14 session cases every month. which sometimes seems unreasonably high. Emphasizing on disposal not on justice rendering. Proper balance should be struck between quality and quantity by rationalizing the norms of disposal.

Infrastructure. Due course system. Inadequacy of staff: steno, clerks. Implementation of recommendation of Jain commission’s report. On every 500 cases there should be one clerk. One steno and 2 PA Training in every 6 months. In which Presiding officer can attend training programme without tension. There should be specialised training for special types of cases. Ask judges as to his or her inclination. Feedback of judgment. Appreciation of judgments in the meeting. So that he can improve his efficiency. There should be less paper work in the court proceeding. Computer trained staff.

Theoretically no problem but practically many problems are there. There should be yearly examination of judges as to latest judgments. There should be one non sitting day in a week, for judgment writing and going through latest judgments. Judges should be given the feedback of their judgments and orders.
