The context: I. Slovenia is a small country: 2M people, 38B GDP, 4 universities (UL ½ of HEA), 4 larger research institutes… II. Transition with privatisation understood as a means of personal richness enhancement instead of responsible capital management. Accumulation went into buy-outs and financial oasis rather than in development investments. III. Public investments followed the traditional pattern: knowledge = cost > investment

Encountered problems Economy has difficulties in responding to global knowledge economy challenges: few large companies left, innovative SMEs are fragmented. Universities have introduced Bologna reform. However, knowledge institutions are under-financed and fragmented with the focus on basic research. Lack of entrepreneurial autonomy. Challenge: how to organize knowledge, bridge the gap between economy and academia and enhance development ?

RESEARCH & KNOWLEDGE TRANSFER: development projects,, consultancy, spin-outs TTOs, knowledge managers… EDUCATION: career centres, lecturers from companies, internships, Demola, D-school… Recrutiment of knowledgeable employees, training of students and employees, internships, knowledge managers, R & D, Spin-offs… UNIVERSITIES, INSTITUTES ECONOMY nonprofit institutes for development & L3 – IRI; incubators, technological parks, centres of excellence, competence centres, regional development agencies, other government projects, information platforms, risk capital… EXISTING VARIETY OF ORGANISATIONAL FORMS OF KNOWLEDGE TRANSFER INTERMEDIARIES

Slovenian Innovation Hub - SIH As organisational framework for the S3 innovation ecosystem: -Assists in mapping, organisation and coordination of innovative knowlege. -Supports existing forms and ways of knowledge transfer and helps create new ones. -Enhances creation of value chains, networks and projects and supports them.
