19 To be enterprising is to demonstrate is a set of qualities and competences that enable individuals, organisations, communities, societies and cultures to be flexible, creative and adaptable in the face of change and challenge. To be Entrepreneurial is when someone successfully takes an idea to implementation to benefit the local economy. This can include taking up self employment for the first time. An entrepreneur looks for opportunities and actually makes it all work for social and/or financial profit.

22 The prevailing culture in any community (or part of a community!) or local economy is an aggregate of all the beliefs, assumptions, identities and values held. This can sometimes however act as an ‘immune system’ which rejects different views and neither entertains nor sustains new ideas. It may for example either be a can do culture or a cannot & should not do culture. The culture of any particular group or part of the community will also facilitate individual behaviours and attitudes. When this is a constraining culture allied to personal mindsets of individuals which are also limiting it can and will crush enterprise and enterprising behaviours.
