3
Rationale Episode 3 - CAATS II Final Dissemination Event Brussels, 13 & 14 Oct 2009
4
Episode 3 - CAATS II Final Dissemination Event 4 What is a environment case? Environment case definition: Contains information on the environmental potential and performance of a concept, relative to set criteria Should include the evidence that provides a convincing and valid justification that the concept can and will continue to perform at that level
5
Brussels, 13 & 14 Oct 2009 Episode 3 - CAATS II Final Dissemination Event 5 What will it achieve? Purpose & benefit of an environment case: Identify how to develop the environmental analysis of the proposal Support the consideration of potential design options Identify key stakeholders Scope and analyse likely environmental impacts Ensure the concept is developed through environmental good practice
6
Brussels, 13 & 14 Oct 2009 Episode 3 - CAATS II Final Dissemination Event 6 Who is involved Environment case team All those responsible for the production of the environment case, including those that contribute to it with their expert knowledge Typical stakeholders Individuals and/or organisations involved in the preparation of the environment case, and/or individuals and/or organisations impacted directly or indirectly by the project under consideration Decision makers
7
Brussels, 13 & 14 Oct 2009 Episode 3 - CAATS II Final Dissemination Event 7 Methodology Review of aviation’s environmental impacts Review of aviation industry good practice Aviation stakeholder consultationChecklist & tools Outline of environment case template Review of general environment assessment frameworks Review of aviation industry decision making examples Development of environment case
8
Brussels, 13 & 14 Oct 2009 Episode 3 - CAATS II Final Dissemination Event 8 Stakeholder interactions Workshop, targeted projects and consultation Consultation aim To discuss stakeholder requirements for environment case and guidance material Consultation results SESAR initiatives welcomed Many queries on mitigation & interdependencies Environmental guidance specifically welcomed
9
Case guidelines Episode 3 - CAATS II Final Dissemination Event Brussels, 13 & 14 Oct 2009

11
Brussels, 13 & 14 Oct 2009 Episode 3 - CAATS II Final Dissemination Event 11 Case methodology 1.Environment case methodology Define maturity of concept Determine scope of proposal Investigate range of potential impacts & interdependencies Establish tools to be used Complete environment checklist as appropriate Plan consultation and dissemination
12
Brussels, 13 & 14 Oct 2009 Episode 3 - CAATS II Final Dissemination Event 12 Maturity assessment PhaseConcept developmentEnvironment validation focus V0ATM Needs: Identify stakeholder needs, ATM system constraints and potential concepts The environment impacts of the part of the ATM system under consideration may be identified. Environment regulations and targets for the effected part of the ATM system should be investigated. V1Scope: Describe concept(s) in enough detail to identify potential environment benefit mechanisms In this phase, there should be greater understanding of the potential environment impacts. This enables the scope of the environment assessment to be identified. Consultation requirements should be being developed. V2Feasibility: Develop and explore concept(s) with appropriate tools and modelling Much of the quantitative environment assessment should be undertaken during this phase. The tools and models used for this assessment are determined by the type of environment impact being assessed. Environment consultation with various stakeholders should be included in V2. Where different options are being considered the environment trade-offs should be assessed. V3Integration: Test concept’s behaviour and performance to determine how it will interact with other elements of the ATM system The environment assessment focuses on the potential solution. The assessment is fully documented within the environment case. The results of the environment case may be used by the business case. Environment and stakeholder consultation continues.
13
Brussels, 13 & 14 Oct 2009 Episode 3 - CAATS II Final Dissemination Event 13 Maturity assessment 2.Transition criteria between E-OCVM phases Is the quality of the case appropriate for the maturity of the concept? Does the case justify progression to the next phase? - Does it track towards the SESAR environment goal? - What other national, regional, local regulatory constraints or requirements may affect proposal?
14
Brussels, 13 & 14 Oct 2009 Episode 3 - CAATS II Final Dissemination Event 14 Relationships with other cases 3.Interactions Environment case can be conducted independently Work with safety case to ensure scope is consistent (i.e. potential cross over items such as third party risk are captured) Cases will naturally interact at the end of each validation cycle, in conjunction with a common structure Environment case will feed into business case Environment case may share inputs & outputs with other cases
15
Brussels, 13 & 14 Oct 2009 Episode 3 - CAATS II Final Dissemination Event 15 Assessing impacts Scoping environmental impacts Noise Local air quality Climate Tranquillity & privacy Natural environment & recreation Wildlife, biodiversity and habitats
16
Brussels, 13 & 14 Oct 2009 Episode 3 - CAATS II Final Dissemination Event 16 Environmental assessment Assessment of noise impacts Depends on airspace effected Numerous metrics possible Noise maps recommended Lden prescribed in EU directives Assessment of local air quality impacts Typically measured <3,000 ft in TMA Most air pollutants prescribed in EU directives
17
Brussels, 13 & 14 Oct 2009 Episode 3 - CAATS II Final Dissemination Event 17 Environmental assessment Assessment of climate impacts CO 2 is most significant currently Contrails & contrail induced cirrus cloud may be important Aviation CO 2 in EU ETS from 2012 Assessment of tranquillity and privacy Depends on scope of proposal (e.g. TMA airspace) Over-flight of tranquil / sensitive areas Natural parks, Special Areas of Conservation, UNESCO World Heritage Sites and other EU Natura 2000 locations
18
Brussels, 13 & 14 Oct 2009 Episode 3 - CAATS II Final Dissemination Event 18 Environmental assessment Assessment of wildlife, biodiversity & habitats Depends on scope of proposal (e.g. runway development) Potential interactions with water, soil and other habitats
19
Practical use / application Episode 3 - CAATS II Final Dissemination Event Brussels, 13 & 14 Oct 2009
20
Episode 3 - CAATS II Final Dissemination Event 20 Practical use / application ERAT Aims to validate a concept of operations that reduce the environmental impact of the air transport operation in all phases of flight in the extended TMA Builds on previous research e.g. Sourdine projects, NUP2+, C-ATM and Eurolift E-OCVM maturity phase V3 Approach consistent with the guidance offered by environment case
21
Brussels, 13 & 14 Oct 2009 Episode 3 - CAATS II Final Dissemination Event 21 Practical use / application Environment case provides practical guidance on planning, preparing and developing an ATM system proposal Environment case guidance is based on wide ranging research and stakeholder input Environment case have been developed to meet evolving requirements in the environment domain
