7 East Span Replacement (Self-Anchored Suspension bridge land foundation, W2) Unofficial Engineer Estimate: $29 million. This contract constructs the western most foundations and columns of the self-anchored suspension bridge at Pier W2 not far from the existing pier E1 on Yerba Buena Island. The work consists of two large excavations in the Yerba Buena rock for the footings, all necessary retaining structures, placement of the structural foundations in the W2 foundation excavations, and construction of the columns up to the bottom of the pier’s cap beam. The steel-framed anchorages within the footings are included in this work, but the cables running between the footings and the superstructure are excluded. Column reinforcing steel will extend above this level, typical of any column pour. (Self-Anchored Suspension bridge marine foundations, T1 and E2) This contract constructs the tower foundation at piers T1 and the eastern most foundations and columns of the self-anchored suspension bridge at Pier E2. The work is in and on the waters of the Bay just to the east of Yerba Buena Island and to the north of the existing bridge. The work will construct pile foundations (called “footings” on the plans) at both piers. The contract will also construct Pier E2 columns. The Pier E2 column concrete will extend up to the bottom of the pier cross beam. Column reinforcing steel at pier E2 will extend above this level, typical of any column pour. This contract will also include the anchor bolts, rods and associated miscellaneous work at Pier T1.

Provide you with information about Caltrans contract advertising and award process for the E2/T1 Foundations (Contract E4) of the San Francisco/Oakland Bay Bridge East Span Replacement Projects Make sure the audience knows that we also want to listen to their suggestions on how we can improve

86 Caltrans Mission Our mission is to improve mobility across California
The Office Engineer contributes to Caltrans mission by providing construction contracts that are: Complete, biddable and buildable Competitively bid Meeting legal requirements Open to all licensed contractors Make the point that our prime contractors must be licensed, but in some cases subcontractors don’t require a license: suppliers and truckers. These types of work are often subcontracted to DBEs.

89 Public Bid Opening Bids for this project will be opened and read in a public forum On Tuesday, April 15 at 2 PM in Sacramento in Room 100 at 1120 N Street Immediately Following Bid Opening: Bid amounts will be verified Preliminary bid results posted at (916) and on the Internet ( Bid summaries will be mailed to all bidders Announce Project Engineer's Estimate of cost is announced Small Business Preference is announced (State Only Projects) Each proposal is given a cursory review to make sure each item has a unit price and extended amount filled out, the proposal is signed and a bidders bond is included Total bid for each bid proposal is read out loud We don’t open bids during the Christmas/New Years holiday period, and a few other days during the year

90 This Contract will use A+B Bidding
To determine the lowest monetary bidder, Caltrans will calculate the bid amount as follows: “A” contract items total + “B” number of contract working days bid by contractor multiplied by a dollar amount per day determined by Caltrans A+B will determine the total bid for comparison purposes only

We anticipate the award process will take days from bid opening Before awarding a contract, we verify: Bid is responsive and complete Bid security is provided and correct All forms are complete and correct Contractor is properly licensed Verify Compliance with DBE requirements Receipt of DBE commitment forms by 4th day All protests addressed Our average award time is 17 days from bid opening
