OGC ® © 2013, Open Geospatial Consortium3 SOF Over the next half century, we are sure to face population centric security challenges that demand more from our Special Operations Forces (SOF). This will require the ability to dynamically, and simultaneously deploy SOF in support of the entire spectrum of irregular security operations including, CT, COIN, FID, SFA, SSTRO, HADR, MISO, and UW.

OGC ® Geospatial at the Heart of SOF Geospatial data and analysis are essential at every stage of Find, Fix, Finish, Exploit, Analyze, and Dissemination. While much of the focus is on GEOINT and geolocated ISR, do not forget the criticality of human scale High Resolution 3D (HR3D) terrain data to the maneuver commander for mission planning, rehearsal and execution of SOF operations. 6

OGC ® © 2013, Open Geospatial Consortium8 It is even more important as SOF shifts its resources and focus away from Direct Action (e.g., F3EA driven CT operations) toward building partner capacity for Phase 0 and Phase Minus “shaping” operations. Geospatial at the Heart of SOF

OGC ® Geospatial Builds Trust ADM McCraven’s Global SOF Network 2020 Vision “You can’t surge trust.” Geospatial data becomes a key foundation for building trust relationships over time. It lets you engage in joint mission planning, rehearsal….and execution over geographies where contingencies might arise.

OGC ® Geospatial Helps You “Shape” Geospatial also lets you design Phase 0 and Phase minus “shaping operations” which will often include “expeditionary engineering”. If you are to deal with non-traditional threats and out of area contingencies, it is best to have unclassified, shareable, human scale HR3D terrain data with which you can work with all partners. 10

OGC ® Geospatial Situational Awareness Demands Interoperability This is why the Open Geospatial Consortium (OGC) exists. Geospatial interoperability standards enable the dynamic composition of these various data sources in support of fast changing, emergent mission challenges. 12

OGC ® Geospatial Situational Awareness Demands Interoperability WMS/WFS-T/WCS/CS-W, CityGML, GeoRSS, GeoSMS, GeoPackage, WPS, ARML, SensorML/SWE, etc. All functions (e.g., maneuver, logistics, intel, fires, mission command, etc.) must be integrated in space and time – across many mission partners to support irregular security operations. 13

OGC ® Conclusion 14 SOF is about partnership. Partners require shared understanding. Geospatial interoperability is key to building that shared understanding.
